General Description
The Weatherization Program Coordinator works as a member of the Weatherization Department. Primarily responsible for maintaining financial activity associated with processing, coordination, and managing various grants and funding awarded or assigned. Responsible for contract administration, preparation of accurate, timely submission of monthly and quarterly reports, reconciling ledgers, tracking expenditures, maintaining cuff accounting data, and generating close-out reports. Accommodate fiscal audits with complete financial statements. Coordinate multiple annual account budgets. Ensure expenditures are within contract requirements and compliance.
The Weatherization Program Coordinator receives directions from and reports to the Weatherization Program Manager.

Common Duties:
Read and comply with all appropriate standards & Procurement Policy, and YNHA policy and procedures, e.g., Personnel Policy Manual, Company Vehicle Policy, Financial Administration Policy and Procedures, Weatherization Policies, Internal Department and Program guidelines, etc.
Work cooperatively with all YNHA employees or those associated with the Tribe.
Travel to and from other offices locations.
Essential Duties
The tasks listed below represent the majority of the time spent working in this position. Management may assign tasks related to the type of work of the position, as necessary.
Performs a variety of moderately complex administrative functions, including record keeping, database management, reporting, assisting in the field, and helping with program and project development.
Cost estimating projects, implement project timelines to completion and close out.
Exceptional record keeping skills ensuring maintenance of accurate, detailed client, contract information.
Develop and implement spreadsheets, databases, and/or reports to support grant reimbursements.
Be familiar with grant requirements for all projects. Track and monitor grant or funding agency information for reporting.
Creating a work plan from the initial assessment to ensure the funding source is identified before the work starts
Ensure project timeline of hours needed to complete weatherization project prior to the work starting.
Create and update Work orders for time and materials weekly.
Ensuring associates clock in with their iPad during work orders to appropriate work task.
Timekeeping in ADP.
Track time, accordingly, tracking hours worked for specific programs or funding.
Enter applicants into Department of Commerce database. Other database programs as needed to streamline and help with the workflow.
Responsible for accurate, timely submission of monthly/quarterly billing to Commerce, or other entities’ funding that is awarded to the Weatherization Program.
Identify and order materials using procurement standards.
Keeping accurate account of materials on hand.
Maintain and update the approved waiting list in coordination with PET.
Schedule assessments with homeowner, contractor, or vendor.
Ensure hours are posted to the work order and funding source for the specific unit.
Complete a monthly reimbursement request for review by Manager and General Ledger Accountant.
Create and maintain a cost analysis (budget) by eligible homeowners to identify project costs.
Review vehicle logs on a weekly basis, test for reasonable mileage from Weatherization office to work locations report to Weatherization Program Manager monthly.
At auto insurance expiration: ensure insurance cards, registration, fire extinguishers and other vehicle materials are operable and in vehicle.
Track and monitor when Weatherization staff are not working on Weatherization funded tasks for Program Manager review.
Attend staff meetings and training as required.
The incumbent is part of the weatherization team and is expected to raise and discuss issues and concerns that arise from his/her work and propose actions to resolve them.
The incumbent is expected to continually follow up with supervisor and co-workers on all cases until the work is completed and any problems and/or concerns are resolved.
Excellent interpersonal skills; ability to interact effectively and respectively with clients from a diverse, low-income population.
Effective time management skills.
Ability to maintain confidentiality.
Strong interest in energy conservation issues and community education.
Works with clients to receive a 12-month billing statement from the utility Company.
Maintains thorough, current knowledge of program eligibility requirements. Conducts eligibility interviews and screenings for weatherization program. Provides information and referrals for other community services.
Be familiar with weatherization manuals and policies.
May provide in-office and in-home conservation education to eligible clients, and the ability to explain conservation practices involving often familiar terminology or concepts to clients.
Contacts the community in conducting outreach, in-take, conservation education, low-cost/no-cost weatherization.
Conduct research regarding the latest conservation practices.
Other duties as assigned by supervisor.

Data Involvement: Basic office skills, writing summaries, logging of tasks, work orders-writing, updating, completing them. Emails and correspondence. Knowledge of computer operations, software, and hardware.
People Involvement: Ability to deal effectively with the public in conflict situations, problem solving in situations. Also communicate with YNHA staff. Knowledge and understanding of social economic problems and conditions related to housing, health, education of low-income groups: of available local resources and services.
General Requirements
Reasoning Requirements: Requires performing routine work involving set procedures, using common sense, and taking directions without question.
Mathematical Requirements: Make arithmetic computations- addition, subtraction, multiplication, and division rapidly and accurately. Knowledge of calculator-calculator ratios, rates, percentages, and excel spreadsheets for reports if needed.
Language Requirements: Ability to communicate effectively in English, orally and in writing. Requires reading sentences, instructions, regulations, procedures, or work orders; writing sentences and completing job forms and incident reports; speaking sentences using proper grammar.
Mental Requirements: Requires professional level work requiring the application of accounting methods in the solution of accounting problems. Requires advanced understanding of operation policies and procedures and the ability to apply these to complex problems. Requires continuous close attention for accurate results with frequent exposure to unusual pressure.
Physical and Dexterity Requirements: Requires light work that involves walking or standing, bending, reaching, kneeling, exerting up to 20 pounds of force on a recurring basis, and skill, adeptness, and speed in the use of fingers, hands, or limbs on repetitive operation of electronic office machines. Prolonged periods sitting at a desk and working on a computer.
Environmental Hazards: The job risks no known exposure to environmental hazards.
Sensory Requirements: The job requires normal visual acuity and field of vision, hearing, speaking, and color, depth, and texture perception.
Judgments and Decisions: Ability to work independently. Requires being responsible for guiding others and making frequent decisions affecting employees, and visitors who depend on the service or product. Must be able to prioritize and go back to a task when needed, this position works in a fluid environment with rules and procedures, but with frequent variations from the routine.
Vocational/Educational/Experience requirements:
Education Requirements:
Minimum requirement is a high school diploma or GED. Technical Vocational training in accounting, business administration, finance or a related field is preferred.
Bachelor’s degree in accounting, Business Administration, Finance, or related field preferred.
Experience requirements: Three (3) years of experience in advanced accounting. Three (3) years’ experience demonstrating knowledge and ability in developing budgets, proposals, and administration of grant programs. Familiarity with energy conservation or Weatherization.
Special Certifications and Licenses: Requires a valid driver’s license at the time of appointment and throughout employment is required for this position. Must qualify to drive a YNHA vehicle through insurance provider.
