Job Description:

H2C is looking for a Buyer Technical Representative (BTR) in the Procurement Integration department. The BTR is responsible for supporting or developing procurement strategies, initiating procurement actions, administering and providing support for subcontracts which may include schedule, cost control, and technical oversight that varies in both scope and complexity. Serves as liaison between the Project Team, Procurement Department, and Subcontractor regarding technical and/or administrative issues after award of purchase order, contract or agreement and ensures work activities are successfully completed per the stated terms and conditions. Contributes to, or initiates and coordinates, the development of Subcontract Statements of Work (SOW) and helps to ensure technical evaluation criteria are included for solicitation. Assists with, or initiates, compliant contract requisitions of varying complexity and all other required/applicable documents. Qualify and perform as a fully competent Buyer Technical Representative (BTR)/Subcontract Technical Representative (STR) as appropriate to perform assigned duties and responsibilities.
Duties may include:
-Routinely interfaces with subcontractor, Procurement and members of the Project Team (e.g., Engineering, Quality Control, Health and Safety) as needed to perform assigned duties and responsibilities.
-Become knowledgeable in the use of Asset Suite for development of compliant requisitions, Contract Change Requests (CCR), and review of invoices.
-May serve as a secondary approver on administrative requisitions, Contract Change Requests, and invoices.
-Provide input as requested on applicable policies and procedures to ensure compliance by subcontractor personnel.
-Assist in investigating and resolving disputes, concerns, and issues that may arise between management, buyers, subcontractors, facility personnel and the Department of Energy (DOE).
-May serve as point of contact for all communications between the subcontractor and H2C regarding routine, day-to-day administrative and/or technical matters.
-Assist with monitoring the progress and expenditures of the subcontract to ensure funding limitations or period of performance are not exceeded.
-Interface with the subcontractor and Finance/Accounting to obtain and document monthly subcontractor accrual information.
-Assist in providing day-today administration of subcontracts in accordance with Procurement procedures and BTR qualifications.
-May assist in supporting buyer in negotiations with suppliers and subcontractors.
-Perform invoice reviews to assure pay requests are in accordance with administrative contract requirements and assist in ensuring technical reviews are complete and sufficient backup documentation is attached.
-Participate in procurement planning discussions relating to acquisition strategy development activities.
-Assist in implementing, supporting, and monitoring procurement reporting systems to meet project requirements.
-Other duties as assigned.
Required Qualifications
Grade 13:
Bachelor's degree (BA/BS) in related field, or equivalent combination of education and/or experience.
Successfully completes the BTR Qualification within sixty (60) days of hire and maintains qualification accordingly.
Grade 14:
Bachelor's degree (BA/BS) in related field and two (2) years relevant experience or equivalent combination of education and/or experience.
Successfully completes the BTR Qualification within sixty (60) days of hire and maintains qualification accordingly.
Note the essential duties for this grade level are like that of the previous grade level, however the scope of responsibility is larger, and the expected level of performance is increased.
Grade 15:
Bachelor's degree (BA/BS) in related field and three to four (3-4) years relevant experience or equivalent combination of education and/or experience.
Successfully completes the BTR Qualification within sixty (60) days of hire and maintains qualification accordingly.
Note the essential duties for this grade level are like that of the previous grade level, however the scope of responsibility is larger, and the expected level of performance is increased.
Desired Qualifications
-Experience in using H2C computer programs such as Asset Suite, IDMS, and SmartPlant Foundation.
-Familiar with Hanford contractors, their scope and services provided by each, included requesting the process for requesting those services.
-Familiar with Usage Based Services (UBS) for the Hanford site contractors.
-Understanding of the Procurement cycle and associated durations and impacts to the overall cycle time.
-Understanding of Federal Acquisitions Regulations (FAR) and Department of Energy Acquisition Regulations (DEAR).
Compensation & Benefits
In accordance with the company's philosophy on compensation for exempt and salaried non-exempt employees, H2C takes into consideration a variety of factors when determining initial grade and salary to include assigned job scope and responsibility, a candidate's qualifications as compared to internal comparators performing in a similar role, and the external labor market. A salary offer will be made at the appropriate grade level and within the targeted hiring range posted according to these factors. Note a candidate's prior salary history will not be taken into consideration.
Hiring Range Minimum: $67,788
Hiring Range Maximum: $103,400
