The Opportunity
WSDOT is currently seeking a Fiscal Analyst 3 to join the Systems, Data & Regional Support Services (SDRSS) team in Olympia, WA. The incumbent will serve as the agency's subject matter expert regarding the policies and rules pertaining to leave accruals, audits, and corrections and will ensure the integrity of the regional processes and procedures. The mission of the Division of Accounting and Financial Services is to deliver high quality financial services, consultation and training that support WSDOT in providing safe, reliable, and cost-effective transportation options to improve livable communities and economic vitality. This Fiscal Analyst 3 supports the mission by ensuring the efficient, accurate, and timely delivery of payroll, payroll accounting activities, and payroll and labor reporting.

What to Expect
Among the varied range of responsibilities held within this role, the Fiscal Analyst 3 will:

Lead, train, and mentor Payroll SDRSS unit staff in Regional Processing, Payroll Helpdesk, Imaging and Reporting.
Respond to Leave inquiries made by regional contacts, timekeepers, and employees.
Review assigned Remedy queues, research questions and respond to customer inquiries.
Gather information regarding Public Disclosure, audit, and agency data requests.
Assist in running, analyzing, and resolving errors on payroll cutoff reports such as Human Resources Management System (HRMS) Spool Reports.
Review Payroll Reports, correct exceptions/errors, and prepare and process adjustments/payments.
Assist payroll customers with questions and provide guidance and interpretation of collective bargaining agreements.
Maintain and upload DOTtime Labor Distribution (LD) tables; process DOTtime emergent delegations; and run and monitor end of payroll processing jobs in DOTtime during payroll cutoff.


Qualifications
To be considered for this opportunity, the following are required:

Associate degree with a minimum of 18 quarter or 12 semester credits in accounting. Additional experience may substitute for degree/credits.
Three (3) years of experience in a financial field, including one (1) year of experience in payroll. Additional education may substitute for experience.
Knowledge and ability to perform financial review and analysis of payroll accounting and fiscal data in accordance with generally accepted accounting principles, federal and state regulation.
Ability to communicate effectively orally and in writing.
Ability to research applicable state laws, policies, Collective Bargaining Agreements, and procedures related to areas of responsibility.
Skilled in organizing and prioritizing daily tasks and switching between multiple tasks daily.
Skilled in basic functions of Microsoft Excel and Word software programs.
Skilled in reconciling multiple reports and/or electronic systems.


It is preferred that qualified candidates also have:

Bachelor’s degree.
Experience with WSDOT systems, including HRMS State payroll system, WSDOT Labor system, and WSDOT Transportation Accounting & Information System (TRAINS) System.
Knowledge of department policies and procedures pertaining to assigned payroll functions and assigned Collective Bargaining Agreements.
Ability to operate within mainframe computer systems and inquire/update payroll data in an automated payroll system.

In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position.
