The Opportunity
WSDOT is currently seeking a Fiscal Analyst 2 to support the Headquarters Real Estate Services (RES) Office in Tumwater, WA. The top candidate will perform a wide range of fiscal duties primarily related to statewide real estate contracts and leasing accounts. This position is ideal for professionals with strong analytical and communication skills, attention to detail, and outstanding organizational skills.

What to Expect
Among the varied range of responsibilities held within this role, the RES Fiscal Analyst 2 will:

Audit and reconcile statewide real estate lease and contract accounts.
Review, interpret, and understand lease and contract terms, and set up real estate lease and contract payment schedules.
Calculate and adjust real estate lease and contract payments, refunds, and credits.
Prepare and report on monthly real estate sales activity.
Process incoming payments for lease and contract accounts and reconcile daily cash receipts.
Prepare detailed reporting on statewide real estate program budget and full-time equivalent (FTE) staffing.
Prepare and file Leasehold Excise Tax (LET) revenue with the Department of Revenue.
Prepare journal vouchers for outside vendors and semi-annual tax payments.
Maintain and reconcile RES suspense, LET suspense, and individual lease and contract accounts daily.
Work with Accounting and Financial Services (AFS) on reconciling asset inventory reporting and fiscal year end (FYE) contract revenue reporting.
Review leases and prepare lease Consumer Price Index (CPI)/rent adjustments to be mailed monthly.
Print and mail lease and contract statements.
Answer calls from internal and external customers; provide light clerical support; schedule meetings and conference rooms; and notify appropriate department for office equipment repair.


Qualifications
To be considered for this opportunity, the following are required:

Bachelor’s degree with 18 quarter or 12 semester credits in accounting, auditing, or budgeting. Two (2) years of relevant professional experience in accounting, auditing, or budgeting may substitute for the degree requirement.
Proficient use of computers and computer software, including, but not limited to, Microsoft Teams, Word, Excel, Outlook, PowerPoint, Access, Adobe Professional, SharePoint, and web.
Proficient use of 10-key calculator.
Strong mathematical skills.
Knowledge and ability to review, interpret, and understand lease and contract terms.
Ability to implement the State Administration & Accounting Manual (SAAM) for all fiscal activities.
Ability to obtain a Washington Notary Public within 90 days of employment.
Ability to attend meetings, training and/or travel to work sites, including overnight travel if necessary.
Ability to move boxes, files, and other office materials up to 25 pounds.


It is preferred that qualified candidates also have:

Bachelor’s Degree (which includes 18 quarter or 12 semester hours in accounting, auditing, or budgeting) AND four (4) years of relevant professional experience or education.
Experience reconciling multiple reports and/or electronic systems.
Experience analyzing financial data.
Knowledge of policy and procedure relating to the collection and deposits of cash receipts and travel.
Knowledge of accounts payable, accounts receivable, cash receipts, payroll, and travel.
Knowledge of State Administration & Accounting Manual (SAAM) and TRAINS.
