Job Duties/Scope of Work
OUR TEAM:
The Workforce Solutions team administers benefits and compensation, talent acquisition, employee development, employee and labor relations, and all other Human Resources functions as part of an overall commitment to maintain a highly skilled workforce.

JOB SUMMARY:
This position supports the Workforce Resources & Development (WRD) department. Our department is looking for an energetic team member to support the expansion of our employee development program. Within the WRD department, this position will provide a broad range of organizational development and other HR support to the larger Workforce Solutions organization, as well as the company. This position will report to the WRD manager, but may support and may receive direction from the WRD team lead or other senior level team members. This position resides within a highly complex, challenging, and fast-paced environment and has a high degree of autonomy.

To be successful, the HR professional occupying this specialist position must be able to perform the following essential functions:

INTERMEDIATE / ADVANCED LEVEL:
Under general to limited supervision:

* Participate in the coordination, development, facilitation and delivery of organizational development and leadership development training for both employees and managers.
* Coordinate outside development support from external entities, as needed.
* May support multiple development, and training initiatives that include, but are not limited to:
- Company Service Awards, individual and group recognition programs, recognition ceremonies, and other programs that support and enhance employee morale.
- Customized, ad hoc development and training curriculum tailored upon request from managers or other customers.
* Brainstorm, develop, expand, and participate in company-supported outreach and community involvement initiatives.
* Facilitate communications, provide guidance, coaching, and problem-solving support among organizations within the company.
* May provide guidance to managers regarding applicable policies, procedures, laws, regulations and best practices.
* Maintain a proactive approach to knowledge transfer and training through mentoring and on-the-job training initiatives.
* Assist in preparation for HMIS classes while providing logistical support and prepare class schedules to maximize participation and attendance.
* May run data reports, as needed, for analysis and may support the development of program/course evaluations.
* Interface daily with all levels of management and employees, including senior leaders, legal counsel, represented employees, Department of Energy (DOE) representatives, and other stakeholders.
* Maintain knowledge of current laws, regulations, policies, procedures, and collective bargaining agreements, as applicable to area of expertise.
* Maintain effective working relationships with teammates in other WFS departments, including Workforce Rewards & Support, Workforce Relations, Labor Relations, and Workforce Engagement & Legacy Benefits, and collaborate on shared tasks.

SENIOR LEVEL (in addition to the above job duties):
Under very limited to minimal supervision:

* May provide guidance and instruction to other HMIS DDI instructors, as needed.
* Develop and implement new curriculum and facilitate courses with little to no guidance or direction.
* Consult with management, the WRD manager, team lead, and program manager to create new training and development content and use analytics to determine and evaluate effectiveness of training curriculum.

* Ability to communicate clearly and concisely, both verbally and in writing on all levels.
* Detail-oriented with strong organizational skills and the ability to support multiple tasks and assignments.
* Ability to build and maintain successful working relationships with stakeholders and coworkers.
* Strong analytical and problem-solving skills.
* Ability to appropriately maintain high levels of confidentiality and protect Official Use Only (OUO) sensitive information.
* Ability to produce professional-quality proposals and program documents to promote and support the Organizational Development Program.

*** NOTE: The successful candidate will be expected to complete their Development Dimensions International (DDI) certification no later than 6 months following their occupancy of this position ***

In addition to the basic qualifications above, the successful candidate must meet the following education and experience requirements, based on their individual qualifications:

INTERMEDIATE / ADVANCED LEVEL:
* Bachelor's degree plus at least 3-7 years of related experience in human resources, organizational development, training, or related discipline - OR - an equivalent combination of education and experience.

SENIOR LEVEL:
* Bachelor's degree plus at least 8 or more years of related experience in human resources, organizational development, training, or related discipline - OR - an equivalent combination of education and experience.

Desired Qualifications
* Previous experience within a Human Resources department desired but not required for consideration.
* Demonstrated success in training and coaching, desired but not required for consideration.
* Familiarity with report-writing programs and methodologies.
* Proficiency in Microsoft Word, Excel, PowerPoint and Outlook.

Compensation & Benefits
The grade level for this position will be predicated on the successful candidate's level of experience and ability to perform the essential duties of this position, based on the criteria above. Corresponding salary ranges for each respective grade level are as follows:

INTERMEDIATE / ADVANCED LEVEL:
Grade 15: $78,338 to $98,813
Grade 16: $86,138 to $108,513
Grade 17: $94,650 to $119,250

SENIOR LEVEL:
Grade 18: $104,175 to $131,425
