The Opportunity
WSDOT I-405 SR 167 Program is currently seeking a Transportation Technician 3 (In-Training) to serve as the office Technician in Bothell, WA. The Office Technician will perform document control functions, assist the Office Engineer with payments, and process Change Orders. This position is critical in fostering a respectful and healthy work environment with focus on diversity, equity, and inclusion.
Note: This position includes an approved in-training plan; therefore, it may be filled at the Transportation Technician 1, 2 or 3 level. The salaries for these classifications are as follows:
Transportation Technician 1: $45,599 - $61,009 annually depending on qualifications.
Transportation Technician 2: $55,251 - $74,340 annually depending on qualifications.
Transportation Technician 3: $62,596 - $84,117 annually depending on qualifications.

What to Expect
Among the varied range of responsibilities held within this role, the Office Technician will:

Perform Document Control Functions, including the WSDOT side of the contractor’s system.
Maintain tracking of all incoming and outgoing correspondence and submittals for the Contract.
Route all documentation and correspondence to the appropriate staff and reviewers.
Collect and compile the comments and return these comments to the Design-Builder using the contractor's system.
Conduct regular contract compliance audits (reviews) on Design-Builder files regarding the review and the distribution of invoices, Design-Builder payments (cost estimates) and design and construction submittals.
Create pay notes and process payments in the Construction Administration and Payment System (CAPS).
Perform quality control within the CAPS system; check and correct entries made by others.
Validate equipment and wage rates using State Labor & Industries (L&I) online Prevailing Wage Intent & Affidavit (PWIA) System and Equipment Watch for the labor & equipment used in the field for force account work.
Create and check force account sheets.
Perform monthly estimates, compile and calculate final quantities and final estimates.
Process and enter information into the Construction Contracts Information System (CCIS).
Use CCIS for the following Contract required documents: request to sublet, statement of intents, affidavit of wages paid, and weekly statement of working days.
Compile information and document deficiencies within WSDOT files.
Perform monthly audits of the Design-Builder’s electronic system.


Qualifications
An ideal candidate for the Transportation Technician 1 position will have:

Graduation from high school or GED equivalent


An ideal candidate for the Transportation Technician 2 position will have:

An Associate degree in Civil Engineering Technology, surveying, drafting or other closely related fields.

OR

Graduation from high school or GED equivalent and two (2) years of experience performing basic technical engineering work as a Transportation Technician 1 or equivalent.

OR

Three (3) years of experience as a Highway Maintenance Worker or equivalent.


An ideal candidate for the Transportation Technician 3 position will have:

Two (2) years of experience performing semi-skilled technical engineering work as a Transportation Technician 2 or equivalent.

OR

A Bachelor of Science in Civil Engineering (BSCE) or related field

OR

Certification as an Engineer-In-Training (EIT)

In addition to:

Valid driver’s license


It is preferred that qualified candidates also have:

Proficient in Microsoft Word, Excel, and Outlook programs.
Knowledge of construction practices and contract administration.
Ability to write, review and interpret contract documents (plans, submittals, specifications, etc.)
Ability to communicate with multiple audiences clearly and concisely, both verbally and in writing.
Strong organizational skills & ability to accurately file and organize documentation.

This position offers flexible/hybrid remote work options.
The salary listed includes the legislative approved 5% salary premium for positions in King County.
In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. For union-represented positions, more information on other forms of compensation can be found in the applicable Collective Bargaining Agreements. Information on other compensation types for non-represented positions can be found in Chapter 357-28 of the Washington Administrative Code.
