Job Duties/Scope Of Work
JOB SUMMARY:

HMIS is seeking an accountant/financial analyst to join the HMIS Accounting Team. This position will monitor and maintain accurate financial accounts, ensuring compliance with HMIS policies and procedures and contributing to the overall financial stability and success of the organization. Additionally, this position will assist members of the team with both internal and external audits, gathering data, and communicating outcomes to various team members and management.

Essential job duties of this position include, but are not limited to:

- Responsible for the compilation and consolidation of accounting data required for the monthly close.
- Responsible for the timely and accurate preparation of various accounting reports and analyses.
- Communicates with various internal departments and external organizations.
- Resolves discrepancies within supporting documentation and investigates reasons for non-balancing accounts.
- Assists in monthly and quarterly close via preparation of consolidated detailed schedules.
- Ad hoc and comparative analysis of accounts and balances month to month and year over year.
- Prepares monthly/quarterly journal entries.
- Reviews documentation for required approvals, charge numbers and other required information to assure all accounting procedures have been met prior to entry into the financial system.
- Reconciling assigned General Ledger accounts.
- Performing system validations.
- Providing support for compliance requests and tracking.
- Provide corporate reporting support in forecasting and analyzing variance in cashflow, revenue and unallowable expenditures.
- Assist with the development of the Annual Operating Plan (AOP), Monthly Operating Reviews (MORs) and Quarterly Financial Status Reviews (QFSRs).
- Other duties as assigned.

ENTRY LEVEL:

- Under the direct supervision of the Accounting Manager, provide the accounting support listed (above) to other team members and applicable HMIS management.
- The complexity and volume of assigned accounts and scope will reflect entry level experience.

INTERMEDIATE LEVEL:

- Under general supervision and in addition to the above job duties:
- Perform independent data queries from the accounting systems.
- Perform peer reviews of others' work for consistency and compliance with processes and procedures.
- Perform data queries and information gathering in support of accounting related audits and developing corrective action plans.
- Work as a mentor and provide training to entry level staff.
- The complexity and volume of assigned accounts and scope will reflect the intermediate level experience required.

SENIOR LEVEL:

- Under limited to no supervision and in addition to the above job duties:
- Work as a mentor and cross train other staff/accountants.
- Facilitate technical discussions on enhancing desk guides, procedures, and conducting training.
- Lead collaboration efforts to pull and validate data requests in support of accounting system audits and the closure of corrective actions.
- The complexity and volume of assigned scope will reflect the senior level experience required.

Basic Qualifications
ALL LEVELS:
- BS/BA in Accounting, Finance, Business Administration, or related field - OR - an equivalent combination of education and related experience.
- Familiarity with Generally Accepted Accounting Principles (GAAP).
- Demonstrated skills in Accounting or Finance.
- Ability to communicate effectively both verbally and written.
- Interface effectively with all levels of management.
- Proficient in Microsoft Excel.
- Must have a working knowledge of financial reporting/analysis, be a team player, highly motivated, organized, focused, and able to multi-task.
- Strong attention to detail.

ENTRY LEVEL:
- BS/BA in Accounting, Finance, Business Administration, or related field, and 0-3 years of related experience - OR - an equivalent combination of education and related experience.

INTERMEDIATE LEVEL:
- BS/BA in Accounting, Finance, Business Administration, or related field, and 5-7 years of related experience, - OR - an equivalent combination of education and related experience.

SENIOR LEVEL:
- BS/BA in Accounting, Finance, Business Administration, or related field, and 8+ years of related experience, - OR - an equivalent combination of education and related experience.

Desired Qualifications
- Demonstrated knowledge of the FAR, DEAR, and CAS.
- Previous experience on government contracts.
- Strong Analytical and Problem-solving skills.
- Familiarity with Microsoft Office Suite (Outlook, Word and Access).

Grade 15: $78,338 - $98,813

INTERMEDIATE LEVEL:
Grade 16: $86,138 - $108,513
Grade 17: $94,650 - $119,250

SENIOR LEVEL:
Grade 18: $104,175 - $131,425
Grade 19: $114,475 - $144,325
Grade 20: $126,025 - $158,875
