The Opportunity
WSDOT is currently seeking a skilled individual for the position of IT Application Development – Senior Specialist. This role plays a vital part in advancing WSDOT's mission by collaborating with software development and traffic management teams to develop, enhance, support, and maintain the Traffic Management System (TMS). Utilizing expertise in software, hardware, and troubleshooting, the incumbent will oversee the computer systems within the TMS and manage software distribution agency-wide while providing user technical support. By facilitating consistent agency-wide solutions to traffic management challenges, this position contributes to fostering a respectful and inclusive work environment aligned with WSDOT's values.

What to Expect
Among the varied range of responsibilities held within this role, the IT Application Development – Senior Specialist will:

Design, create, and develop new agency-wide applications and application enhancements for Traffic Management Systems within WSDOT.
Consult with system users, management, and other programmers to provide additional functionality to the traffic management system.
Modify TMS software to accommodate enhancements or new operations as required by the department.
Analyze and evaluate modifications to TMS platforms, software, and hardware requirements.
Independently develop alternative solutions and make recommendations for conflict resolution.
Modify software to meet user requirements, including creating unique and complex control code for new traffic equipment integration.
Analyze and resolve problems in the operation of agency-wide TMS software.
Evaluate TMS software to diagnose and resolve deficiencies in operation.
Modify TMS software or create new modules/applications to address identified problems.
Develop and implement tests to verify the validity and operation of highly complex TMS algorithms, functionality, and programs on multiple platforms.
Configure and distribute TMS software agency-wide, ensuring reliable and consistent software configurations for each region's traffic management systems.


Qualifications
To be considered for this opportunity, the following are required:

Bachelor's degree in science or related field and seven (7) years of professional IT experience demonstrating increasing job responsibilities.
Advanced knowledge and abilities in the use of Windows, Microsoft Visual Studio, C, and C++.
Mastery of application design, algorithm development, and software implementation.
Advanced knowledge in programming and principles to develop user Interfaces.
Ability to troubleshoot highly complex technical Traffic Management System IT issues (Tolling, Travel times, etc).


It is preferred that qualified candidates also have the following:

Bachelor’s degree in engineering (Computer Science, Software, Civil, Electrical, or related).
Five (5) years of IT experience in traffic management.
Web development experience (C#, ASP.NET, SQL Server, Web API, Blazor, etc).

The salary listed includes the legislative-approved 5% salary premium for positions in King County.

In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position.
