The Opportunity
WSDOT Capital Facilities Office is currently seeking a financial professional to fill a Budget Analyst 4 in Tumwater, WA. The Capital Facilities Budget Analyst is responsible for assisting the Budget and Financial Manager with the budgeting and financial activities of multiple statewide programs. Key responsibilities include budget planning and development, decision packages, fiscal notes, allotments, work order management, contracts, agreements, capitalization of facilities assets, and day-to-day financial transactions (i.e. payroll, travel, vendor/contractor payments). The mission of the Capital Facilities Office is to support agency employees and the travelling public by providing safe, reliable, and functional workplaces and public spaces. This position provides support for financial activities and operating budget for the program. This position plays an integral part in meeting our goals of excellent customer service, focus on employee needs, collaboration, and continuous improvement. What to Expect
Among the varied range of responsibilities held within this role, the Budget Analyst 4 will:

Provide statewide support for financial activities and operating budget.
Prepare budget, decision packages, and allotment requests and justifications.
Plan, develop, and maintain budget allocation models and biennial spending plans.
Analyze statewide historical spending trends and various other data to prepare budgets and to justify funding requests.
Develop, analyze, and distribute monthly expenditure report to organization managers; holds monthly meetings to communicate budget-related issues and ensures budget plan amounts are in alignment with actual expenditures.
Conduct research and prepare forecasts of future financial/business conditions using multiple scenarios.
Design strategic budget plans, anticipate and identify financial concerns, seek solutions, develop strategies to minimize budget inefficiencies, make critical independent strategic financial decisions, and make recommendations to the Budget & Financial Manager.
Serve as the subject matter expert for budgetary and fiscal activities related to the Capital Facilities program.
Develop and implement fiscal programs to enhance effectiveness, control expenditures, provides needed services, and assures compliance with the laws and policies.
Provide in-depth analysis, reporting, and problem solving for budget and other financial issues.
Prepare fiscal year-end and biennium closing adjustments and reporting.
Responsible for managing statewide WSDOT wireless leases; update leases at renewal, review payment terms, rent adjustments, termination clauses and exhibits under the lease agreement.


Qualifications
To be considered for this opportunity, one of the following options the following are required:

Bachelor’s degree in business, public administration, accounting, economics, or statistics AND three (3) years of budgeting or program analysis.

OR

Four (4) years of experience in budget, accounting, or program financial management field AND three (3) more years of work experience comparing and analyzing financial data, identifying issues or challenges, and trends; using critical thinking to provide important feedback and status reports; and problem solving to offer well thought out options for resolutions and next steps.


It is preferred that qualified candidates also have:

Ability to analyze and interpret data, write clearly and concisely, deal practically and effectively with others in staff relationship, prepare professional reports, and work on a variety of tasks with frequent interruptions.
Ability to use multiple computer applications (Microsoft Office products); agency specific (TRAINS, CAPS, FIRS, COGNOS, and ARTS).
A strong commitment to customer service and teamwork.
Ability to multi-task and work in a fast-paced, deadline driven environment (daily, weekly, and monthly).
Ability to work with a diverse group of individuals.
Work independently with minimum guidance and seek out resources to complete the required task or project.
Experience composing decision packages and fiscal notes for the annual Washington State Legislative session.
Excellent communication skills, both written and verbal. This includes the ability to interpret technical accounting procedures and communicate those to internal and external customers.
Able to effectively handle unexpected situations that arise and develop solutions to problems you encountered.
