Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure people and goods move safely and efficiently throughout the state. The Opportunity
WSDOT is currently seeking five engineering technicians to perform skilled technical work in support of activities of highway design and construction projects in the Clark County, Columbia Gorge, and Kelso Engineering Offices. The individuals in these roles will participate in field site assessments, prepare project definitions, provide computer drafting support for plan set development, assist with design and development of plans, specifications, and estimates, inspect construction projects, test materials, and other duties necessary to ensure WSDOT projects are completed on-time and on budget. In these high impact roles, you will be working in varied environments, such as out in the field, in an office atmosphere, and in the laboratory.

What to Expect
These positions are required to split between an office environment and field work. Office environment is sedentary in nature while working at a computer for long periods with exposure to hazards limited to those commonly found in an office setting. Field work to gather information or inspect construction is exposed to hazards including traffic, traffic noise, construction, weather, and uneven terrain.

Among the varied range of responsibilities held within this role, you will:

Utilize CADD software to draft preliminary and final sheets for design reports, right-of-way plans, and contract plans.
Utilize manual or computer software to calculate and check quantities for bid items.
Perform field site assessments and gathers field data.
Participate in specialized training for CADD programs.
Interpret construction plans, specifications, and special provisions.
Assist in staking alignments, alignment controls, and location survey work using manuals and/or electronic data collection procedures.
Collect material samples; and perform material tests for acceptance in the field.
Operate a variety of instruments such as levels, total station, RTK GPS systems, and VRS GPS systems.


Qualifications
These are Transportation Technician 3 (TT3) positions. However, the hiring manager reserves the right to fill the position at a lower level (TT2 or TT1) depending on qualifications, providing an opportunity for an individual to gain the required experience on the job as part of a formal “in-training” plan.

At the TT3 level, at least one (1) of the following are required:

A Bachelor’s degree in Engineering or closely related field from an ABET accredited university. OR
Engineer-in-Training Certification (EIT). OR
Two (2) years of experience as TT2, Highway Maintenance Worker 2, or equivalent civil drafting or construction experience.


At the TT2 level, at least one (1) of the following are required:

An Associate degree in Engineering, Drafting, or closely related field from an ABET accredited college. OR
A high school diploma or GED equivalent and two (2) years of experience performing basic technical engineering work as a TT1, Highway Maintenance Worker 2, or equivalent civil drafting or construction experience. OR
Completion of an accredited vocational/technical program consisting of at least 1,200 instructional hours in Civil Engineering Technology, surveying, drafting, structural detailing, engineering design or other closely related fields. OR
Three years of experience as a Highway Maintenance Worker, one of which must be as a Highway Maintenance Worker 2.


At the TT1 level, the following are required:

High school diploma or GED equivalent.


In addition to the above, the following are also required at any level:

A valid driver's license.
The ability to manipulate and transport up to 50 pounds of equipment and materials from one location to another.
The ability to regularly travel to project sites to perform inspection duties.


It is preferred that qualified candidates also have:

Proficient in the use of computers, engineering, and CADD software.
Experience testing highway construction materials including aggregate, asphalt, and concrete.
Experience performing on-site inspections.
Experience researching as-builts, collecting field data, and interpreting construction plans.
Experience calculating quantities for design and construction purposes, create independent engineer’s cost estimates.
General Inspector Certification and/or other specialty inspector certifications.


Important Notes

This recruitment may be used to fill five (5) vacancies; one (1) for the Clark County Engineering Office, two (2) for the Columbia Gorge Engineering Office, located in Vancouver, WA, and two (2) for the Kelso Engineering Office. This recruitment may also be used to fill additional positions per business needs.
These positions offer flexible/hybrid remote work options.
These positions have been approved for in-training. The hiring manager is looking to hire at the Transportation Technician 3 level, however the in-training plan will allow candidates to be considered as a Transportation Technician 2 or Transportation Technician 1, if not qualified at the highest level.
In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. For union-represented positions, more information on other forms of compensation can be found in the applicable Collective Bargaining Agreements. Information on other compensation types for non-represented positions can be found in Chapter 357-28 of the Washington Administrative Code.
