The Opportunity
WSDOT is currently seeking a Fiscal Analyst 2 in Olympia, WA. The incumbent will be responsible for both general and specialized payroll duties pertaining to labor processing, adjustments and corrections to the Labor systems, Transportation Reporting, Accounting, and Information System (TRAINS), DOTtime, and Human Resources Management System (HRMS). The top candidate will make independent decisions and perform specialized fiscal duties for recording, adjusting, and reporting employee hours and compensation using the department’s labor systems and the State payroll system. This position is a point of contact and responsible for processing payroll for ferry employees.

What to Expect
Among the varied range of responsibilities held within this role, the Fiscal Analyst 2 – Marine Payroll will:

Coordinate with the appropriate Ferries Division auditors, managers, crew leads, agents, etc.
Obtain supporting information on labor and leave reported on the timesheets.
Review DOTtime reports for errors and make corrections as needed in DOTtime.
Review, correct and perform payroll approval of DOTtime timesheets.
Perform payroll audits to ensure employees are compensated appropriately.
Provide knowledge and guidance on the interpretation of Collective Bargaining Agreements.
Assist customers with their questions through both email and the marine payroll phone line.
Provide backup and support to other positions within the Marine Payroll Unit.
Assist with public data requests as requested.

Qualifications
To be considered for this opportunity, the following are required:
18 quarter or 12 semester hours in accounting (additional experience may substitute for accounting credits).
Two (2) years of relevant experience in financial field, such as experience processing payroll for a large company or government office. An associate degree with major study in financial field may substitute for required experience.
Ability to pass a criminal background check.
Skilled in basic functions of Microsoft Excel and Word software programs.
Skilled in reconciling multiple reports and/or electronic systems.

It is preferred that qualified candidates also have:
Associate degree in accounting.
Relevant Government experience working in a financial department.

In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position.
