The Opportunity
WSDOT is currently seeking a Fiscal Specialist Supervisor in Davenport, WA to carry out clerical, supervisory, and administrative responsibilities in support of the Area Maintenance Office and outlying sheds. In this role, you will be a resource to the office, and be a point of contact with the public, internal customers, and management. This professional will be responsible for overseeing the administrative support staff and providing a high-level administrative and fiscal support. You and your staff will assist employees with questions and paperwork, process bill paying, reimbursements, travel expenses, third party damage program, and assist walk-in public and trucking industry with special motor vehicle and oversized overweight permits.

What to Expect
The Fiscal Specialist Supervisor will supervise office support staff and implement complex administrative duties; as well as coordinate work methods, flow, and functions for the Crews.

Among the varied range of responsibilities held within this role, you will:

Manage office procedures for office support staff, develop and implement administrative procedures, work methods, and workflow deadlines.
Maintain compliance with current WSDOT rules, regulations, and procedures.

Provide excellent customer service to internal & external customers.
Supervise, train, prioritize, distribute work assignments, provide guidance for office support staff.
Advise on and follow disaster and emergency response processes, merit system rules, RCW and WAC's.
Review, update, track and forward completed and accurate Third-party damage estimate reports for financial services and risk management.
Work with maintenance supervisors on accident reports, attachments, and estimated report completions.
Oversee accurate control of consumable and stockpile inventory, including entering of purchase orders and inventory withdrawals and transfers.
Perform performance evaluations for Fiscal Technician position. Review employee data entry in DOTtime payroll program review for coding accuracy.
Work with supervisors on crew scheduling, schedule changes, adjustments and holiday schedules.
Supervise and assist Fiscal Technician with auditing, reviewing, verifying, and processing Area routine purchases utilities and employee reimbursements for safety clothing travel and license fees.
Assist Supervisors with hiring, scheduling, laying off seasonal employee, personnel, training and other various paperwork, including employee reimbursements.
Review payroll reports, journals, and pay calculations with HQ reports for accuracy.

Qualifications
To be considered for this opportunity, the following are required:
High School Diploma or GED.
A valid driver’s license.
Two (2) years of experience in office procedures.
Skills to be proficient in the use of office machines, i.e. computers, fax, scanner, phones, copiers, and printers.
Proficiency with and ability to use Microsoft Office, Word and Excel.
Ability to interact with the public in a one on one basis.
Excellent communication skills, both verbally and in writing with the ability to communicate with various staff by phone, email, or other written correspondence in a clear and concise manner.

It is preferred that qualified candidates also have:
Two (2) years of experience at a level equivalent to a Fiscal Technician 2.
Experience supervising/leading work of others.
