Job Duties/Scope Of Work
JOB SUMMARY:
The Business Process Compliance (BPC) & Invoicing team is looking for accountants to perform invoicing and accounts receivable reconciliations. This position will be responsible for the preparation and submittal of bi-weekly and monthly invoices. The accountant will review and analyze the data and then accumulate, assemble and provide invoices with supporting documentation to ensure compliance with contractual terms and conditions. Additional responsibilities include monitoring the receipt of invoice payments and other cash flows and supporting the resolution of customer questions/concerns in a timely manner. Must maintain a high level of communication and responsibility to internal and external clients, ensure invoice records are maintained in compliance with accepted policies and procedures, and reconcile with the business management system. Ensure reporting deadlines are met. Prepare accounts receivable and cash management reports. Ensure accurate and timely daily, monthly, quarterly and annual reports. Establish and monitor the implementation and maintenance of invoice and cash management policies and procedures and other duties as needed and as deemed appropriate by management.

ENTRY LEVEL:

- Under the direct supervision of the BPC & Invoicing Management, provide the accounting support listed (above) to other team members, applicable HMIS management, and OHC customers.
- The complexity and volume of assigned accounts and scope will reflect entry level experience.

INTERMEDIATE LEVEL (in addition to the above job duties):

- Under general supervision and in addition to the above job duties, provide the accounting support listed above to applicable HMIS management and OHC customers.
- Perform independent reviews of the invoicing data by developing Microsoft Excel Pivot-Tables.
- Perform independent reviews and develop recommended enhancements to invoicing related desk guides and procedures.
- Perform independent data queries from the accounting systems.
- Perform data queries and information gathering in support of accounting related audits and developing corrective action plans.
- Work as a mentor and provide training to entry level staff.
- The complexity and volume of assigned accounts and scope will reflect the intermediate level experience required.

SENIOR LEVEL (in addition to the above job duties):

- Under limited to no supervision and in addition to the above job duties, provide the accounting support listed above to applicable HMIS management and OHC customers.
- Work as a mentor and cross train other staff/accountants.
- Perform peer reviews of others' work for consistency and compliance with processes and procedures.
- Lead reviews of invoicing data and conduct data validations by developing Microsoft Excel Pivot-Tables and running queries from Microsoft Access.
- Facilitate technical discussions on enhancing invoicing related desk guides, procedures, and conducting training.
- Lead collaboration efforts to pull and validate data requests in support of accounting system audits and the closure of corrective actions.
- The complexity and volume of assigned accounts and scope will reflect the senior level experience required.

Basic Qualifications
ALL LEVELS:
- Possess analytical and decision-making skills.
- Proficient with Office Suite of software applications.
- Strong interpersonal, communication, customer service and team-work skills.
- BS/BA in Accounting, Finance, Business Administration, or related field, or an equivalent combination of education and related experience.
- Demonstrated skills in accounting.
- Ability to work independently and on teams.
- Ability to communicate effectively both in writing, verbally, and interface effectively with all levels of management.

ENTRY LEVEL:
- BS/BA in Accounting, Finance, Business Administration, or related field, and 0-3 years of related experience or an equivalent combination of education and related experience.

INTERMEDIATE LEVEL:
- BS/BA in Accounting, Finance, Business Administration, or related field, and 5-7 years of related experience, or an equivalent combination of education and related experience.

SENIOR LEVEL:
- BS/BA in Accounting, Finance, Business Administration, or related field, and 8+ years of related experience, or an equivalent combination of education and related experience.

Desired Qualifications
- Prior experience with submitting invoices via Vendor Inquiry Payment Electronic Reporting System (VIPERS) or equivalent system.
- Familiarity with Generally Accepted Accounting Principles (GAAP).
- Knowledge of the Federal Acquisition Regulations (FAR) and Cost Accounting Standards (CAS).
- Experience with Power BI/Data Analytics.
- Government owned contractor operated accounting experience.
- Experience with the Hanford applications and/or similar financial management software programs: Crystal, PeopleSoft, Asset Suite, HANDI, & HPIC desired but not required for consideration.

Grade 13: $67,725 - $81,663
Grade 14: $71,200 - $89,800
Grade 15: $78,338 - $98,813

INTERMEDIATE LEVEL:
Grade 16: $86,138 - $108,513
Grade 17: $94,650 - $119,250

SENIOR LEVEL:
Grade 18: $104,175 - $131,425
Grade 19: $114,475 - $144,325
Grade 20: $126,025 - $158,875
