The Opportunity
WSDOT Accounting and Financial Services Division is currently seeking a Contract Specialist 1 in Olympia, WA. Reporting to the Procurement and Materials Management Office, this position will ensure the proper execution and administration of construction contracts in support of delivery of WSDOT transportation projects. You will serve as a member of the Contract Administration and Payment (CAPS) team support the AFS mission of delivering high-quality financial services to improve transportation options and economic vitality.
What to Expect
Among the varied range of responsibilities held within this role, you will:
Review CAPS daily payment reports for payments ready to be processed in the Transportation Reporting and Accounting Information System (TRAINS).
Review, research, and release TRAINS payment vouchers for construction contract payments.
Email contractors notice of payment, and daily reconcile CAPS/TRAINS ensuring all payments are accounted for.
Prepare contract letters and documentation to mail with contracts upon award, creating and maintaining contract file.
Answer contractor questions, verify contractor is an active vendor, and verify insurance requirements ger contract, including any special provisions in the contract documents.
Verify accuracy of contract documents before execution by WSDOT.
Coordinate with HQ Construction or project offices for contract execution, notifying interested parties of contract execution.
Load the contract into CAPS, maintain contract file to include, but not limited to, electronic or physical filing.
Ensure insurance requirements are met and maintained from the start of the contract to the end of the required period reconciling against a monthly excel spreadsheet.
Release the Work Order Authorizations (WOA) in the CAPS Enterprise Content Management System (ECM) que after weekly bid openings.
Qualifications
To be considered for this opportunity, the following are required:
Associate's degree involving study in contracts management, public administration, business administration, construction management, or closely related field. (Additional relevant experience may substitute for a degree.)
Three (3) years construction contract administration experience. (Additional education or professional certification may substitute for experience.)
Advanced skills in utilizing Microsoft Office applications including Word, Excel, Teams, and Outlook.
Strong organizational and time management skills.
Demonstrated ability to understand complex concepts and clearly present them to large groups.
Demonstrated ability to communicate effectively.
Demonstrated ability to use independent judgment to accomplish assignments and solve problems.
Demonstrated ability to be flexible and work in a rapidly changing environment.
Demonstrated ability to research applicable state laws, policies, and procedures.
It is preferred that qualified candidates also have:
Bachelor's degree involving study in contracts management, public administration, business administration, construction management, or closely related field.
Six (6) years construction industry experience.

This position offers flexible/hybrid remote work options. This position is eligible for telework, with the ability to come into the office one time per week.

In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position.
