Job Description:
PRIMARY PURPOSE:
The position of Purchasing Specialist has the primary responsibility of determining procurement methods and initiating bidding processes; procuring assigned product lines; recommending bid awards; preparing, checking, verifying and maintaining vendor records and supporting documents; providing guidance on order processing; documenting activities in accordance with district purchasing requirements and/or state/federal regulations. The purchasing specialist receives and evaluates purchase requests and issues purchase orders when approved.

ESSENTIAL FUNCTIONS*:
Receive, evaluate and process purchase requisitions from the District’s buildings and programs.
Issue, document, and distribute purchase orders
Provide support and training to building/program staff regarding purchasing.
Maintain required records to document purchasing controls and compliance.
Maintain vendor contracts for the purpose of ensuring ongoing availability of goods/services in compliance with contract terms and conditions. Which may also include negotiating with vendors for competitive pricing (ensure district procurement policies are met)
Maintains documents, files and records (e.g. purchase orders, library of catalogs, reference materials, correspondence, state mandated reports, etc.) for the purpose of providing up-to-date references and audit trail.
Research discrepancies of financial information and/or documentation (e.g. purchase orders invoices, packing slips, etc.) for the purpose of ensuring accuracy and adherence to established guidelines prior to processing for action.
Attends meetings as assigned (e.g. staff, vendors, etc.) for the purpose of conveying and/or gathering information required to perform job functions.
Administers bidding process and contracts for vendor performance/compliance (e.g. prepare specifications, evaluate bids, recommend vendors, etc.) for the purpose of securing items and/or services within budget and in compliance with district and/or state regulations.
Researches a variety of items (e.g. contracts, suppliers, equipment and laws, regulations, etc.) for the purpose of recommending purchases, contracts and maintaining district wide services.
Responsible for the District Administrative Match documentation (Medicaid); announce survey dates to the schools, distribute and collect and review surveys for completeness; work with Health Care Authority & Medicaid Consultant on deadlines and Trainings.
Assist the Fiscal department with month end processing.
Other duties as assigned.

OTHER FUNCTIONS:
Open and sort incoming mail; U.S. Mail and Interoffice Mail
2. Maintain the postage machine.
3. Answer phones, direct calls.
Performs other related duties as assigned.
Support SSD Staff & assist Customers.

WORKING RELATIONSHIPS:
Reports to the Fiscal/Budget Coordinator. Interacts regularly with various administrators, support staff, and other district employees. Contacts with individuals outside of the district include frequent contact with various vendors.

WORKING CONDITIONS:
The daily work is performed in an office setting and at various sites within the district. The job incumbent is often required to: sit for prolonged periods; and be exposed to computer display terminal for prolonged periods. The incumbent is sometimes required to: meet externally imposed and inflexible deadlines.

QUALIFICATIONS:
Successful job incumbents will demonstrate a level of the knowledge, skills and abilities as listed below.

Education and Experience
High school diploma or equivalent.
Previous accounting experience preferred.
Required Knowledge, Skills and Abilities

Knowledge of legal liabilities and payment obligations and requirements.
Knowledge of bid requirements for public entities in Washington State.
Knowledge of purchasing processes and requirements.
Knowledge of general ledger structure and basic bookkeeping requirements.
Knowledge of basic accounting processes and requirements.
Ability to learn utilization of automated purchasing systems.
Ability to operate office equipment and machinery including ten-key calculator, copies, printers, scanners, and telephone equipment.
Proficiency in use of word processing, spreadsheet, database, and email software.
Ability to establish rapport and communicate effectively with a variety of individuals.
Ability to maintain confidentiality.
Excellent organizational and time management skills.
Ability to manage several activities simultaneously.
Strong organizational skills.
Ability to work independently with little supervision.

Licenses/Special Requirements
Valid Washington State Drivers license or photo identification.
Social Security Card.
WSP/FBI fingerprint/background clearance.
