The Opportunity
WSDOT is currently seeking to fill an Electrical & Electronic System Specialist Trainee, 1, 2, or 3 level position in Wenatchee, WA. This position performs skilled electrical and electronic work in more than one discipline of the ESS program. This position will consist of installing, maintaining, modifying, and repairing Traffic Signals, Intelligent Transportation Systems (ITS), Communications, Highway Lighting systems and related electrical services and distribution equipment in and around North Central Region. This position is responsible for ensuring that all electrical devices are installed, and work completed by the crew, is done per all applicable state and national codes and that all work on electrical systems is performed in a safe manner consistent with WSDOT safety policy.
This work is performed in all weather conditions and will require utilizing standard and specialized test equipment in accordance with all applicable safety standards to safely perform essential job functions. This position makes critical decisions as to the degree of hazard to the traveling public and determines the nature of the problem(s) and make recommendations or repairs as quickly and safely as possible. Electrical & Electronic System Specialist works to enhance the safety and efficiency of the highway system through proactive maintenance and timely repairs of malfunctions of Traffic Signals, Intelligent Transportation Systems (ITS), Highway Lighting Systems.
What to Expect
Among the varied range of responsibilities held within this role, you will:
Perform installations, preventative maintenance and troubleshooting or testing for repairs of traffic signal systems, flashing beacons, roadway illumination, sign lighting, navigation lights, electrical services, and underground wiring.
Perform installations, and preventative maintenance and troubleshooting or testing for repairs of all roadways intelligent transportation systems.
Read, interpret, and apply all applicable WSDOT standards and specifications, The National Electric Code, and all RCW and WAC codes.
Operate computer programs, and/or reading of and interpretation of plans, schematics, and drawings of electrical/electronic systems or equipment manuals necessary for operations or troubleshooting of ITS/Signals/Electrical/Communications equipment.
Work safely with live electricity and within electrical systems utilizing appropriate PPE
Locate underground utilities.
Maintain, build, and operate the regions ITS/Signal/Electrical infrastructure.
Documentation and record keeping.
Qualifications
This position may be filled at the Electrical & Electronic System Specialist Trainee, 1, 2 or 3 Levels:
Electrical & Electronic Systems Specialist Trainee Level:
High school graduation or GED.
Electrical & Electronic System Specialist 1 level:
An AA degree in electrical / electronics engineering, or graduation from an approved/accredited training or apprenticeship program.
AND
Two (2) years related work experience in the electrical/ electronics field.
OR
Five (5) years related work experience in the electrical/ electronics field, with at least three (3) years of the five (5) years being directly related to Traffic Signal/ITS/ Highway Electrical work.
(Any applicant who has received training and worked in the electrical /electronics fields in the Armed Services of the United States may be eligible to apply armed service work experienced towards qualification for related work experience.)
Electrical & Electronic System Specialist 2 level:
Two (2) years of experience and satisfactory job performance as an ESS 1 or equivalent classification with a state, municipal, or county government that has qualification requirements closely matching that of those required here in for the ESS 1 level.
OR
An AA degree in electrical / electronic engineering, or graduation from an approved/accredited training or apprenticeship program.
AND
Three (3) years related work experience in the electrical/ electronic field, with at least two (2) years of the three (3) years being directly related to Traffic Signal/ITS/ Highway Electrical work.
OR
Five (5) years related work experience in the electrical/ electronic field, with at least three (3) years of the five (5) years being directly related to Traffic Signal/ITS/ Highway Electrical work.
*(Any applicant who has received training and worked in the electrical /electronic fields in the Armed Services of the United States may be eligible to apply armed service work experienced towards qualification for related work experience).
Electrical & Electronic System Specialist 3 level:
Two (2) years of experience and satisfactory job performance as an ESS 2 or equivalent classification with a state, municipal, or county government that has qualification requirements closely matching that of those required here in for the ESS 2 level.
OR
An AA degree in electrical / electronic engineering, or graduation from an approved/accredited training or apprenticeship program.
AND
a minimum of five (5) years related work experience in the electrical/ electronic field, with at least three (3) years of the five (5) years being directly related to Traffic Signal/ITS/ Highway Electrical work.
OR
a minimum of seven (7) years related work experience in the electrical/ electronic field, with at least five (5) years of the seven (7) years being directly related to Traffic Signal/ITS/ Highway Electrical work.

Candidates at any level are also required to have:
Current Valid Driver License.
Class B CDL without Airbrake Restriction or ability to obtain within six months of hire.
Current Washington State Traffic Control Flagger certification or the ability to get one within 6 months of hire.
Possess a strong commitment to personal and co-worker safety.
Experience in reading, interpreting, and understanding electrical and electronic schematic diagrams.
Familiarity with national and state construction standard manual s including MUTCD and NEC.
It is preferred that qualified candidates also have:
CDL Class A/B w/o Airbrake Restriction.
WA State LNl (EL0 I/ME01) Journey/Master level Electrical certification.
Degree / Certification from and accredited Electronics / Electrical technology / Telecom / Information Technologies/ Instrumentation and Industrial Automation program.
Electronics Certification by Washington State CET or International Society of Certified Electronics Technicians (ISCET).
IMSA certification.
General Radio Operators License
Previous traffic industry experience.
NCCCO Crane certification or equivalent.
