The Opportunity
WSDOT is currently seeking a Fiscal Analyst 3 who will be responsible for general and specialized payroll duties related to labor processing, adjustments, and corrections using various labor systems like TRAINS, DOTtime, and HRMS. The incumbent will make independent decisions and perform specialized fiscal duties to record, adjust, and report employee hours and compensation within the State payroll system. Additionally, this position entails training and mentoring Marine payroll staff and serving as a point of contact for processing payroll for ferry employees. The ideal candidate should possess a working knowledge of WSDOT Marine collective bargaining agreements and will work under the general direction of the WSDOT Payroll Assistant Manager Marine Labor and Payroll.
What to Expect
Among the varied range of responsibilities held within this role, the Fiscal Analyst 3 will:
Administer payroll functions at a Senior Level for the Marine Unit, including timekeeping, DOTtime reports review, timesheet approval, and payments processing in TRAINS.
Provide support and assist with training Marine Unit employees and WSF Deck New Employee Orientation presentations.
Coordinate with Ferries Division auditors, managers, crew leads, and agents to ensure accurate compensation application based on policy and procedure.
Obtain supporting information on labor and leave from timesheets using WSDOT payroll and labor systems (HRMS, AOSS, DOTtime).
Review DOTtime reports, make corrections as needed, and approve timesheets for accurate compensation.
Coordinate and direct Marine payroll staff during Deck payroll timesheet review cutoff.
Develop and deliver presentations for Washington State Ferries (WSF) Training Department's new employee orientation.
Perform payroll audits, assist customers with questions, interpret Collective Bargaining Agreements, prepare adjustments, and request petty cash checks.
Cross-train to back up other positions within the Marine Payroll Unit during payroll cutoff, perform special projects, review and update payroll procedures, and assist with public data requests as needed.
Qualifications
To be considered for this opportunity, the following are required:
Associate degree, which includes 18 quarter or 12 semester hours in accounting. (Additional experience may substitute for education.)
Three (3) years of relevant experience in the financial field, including one (1) year of payroll experience. (Additional education may substitute for experience.)
It is preferred that qualified candidates also have the following:
A bachelor’s degree in accounting.
Government experience.

In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position.
