The Opportunity
The Washington State Department of Transportation (WSDOT) Division of Accounting and Financial Services (AFS) is seeking a highly skilled Fiscal Analyst 4 for our Olympia, WA office. The top candidate will report to the Purchasing Card Administrator and assist with administration of a statewide purchasing card program, including coordinating the activities for WSDOTs P-Card program by maintaining records of authorized users, issuing and closing cards, and adjusting credit limits for more than 1200 purchase cards. The incumbent will prepare reports, plans, and summaries that accurately portray program performance and analyze data from multiple systems. This position supports a lean business process aligned with the WSDOT strategic goals of Diversity, Equity & Inclusion (DEI), Resilience, and Workforce Development. This is an in-training position that offers a career path and on-the-job training.

What to Expect
Among the varied range of responsibilities held within this role, the Fiscal Analyst 4 (In-Training) will:

Provide assistance and consultation to lower-level procurement practitioners. This includes supporting and mentoring staff and providing cross-training opportunities.
Communicate with internal customers, Department of Enterprise Services and with global suppliers to identify strategic sourcing opportunities.
Perform program audits and generates reports; informs management of instances of misuse or fraud.
Organize and facilitate virtual and in-person meetings.
Schedule virtual site visits and assists with training requirements to support the Department’s strategic plan.

Qualifications
This is a Fiscal Analyst 4 position. However, the hiring manager reserves the right to fill the positions at a lower level, a Fiscal Analyst 2 or a Fiscal Analyst 3, depending on qualifications, providing an opportunity for an individual to gain the required experience on the job as part of a formal “in-training” plan.

To be considered at the Fiscal Analyst 2 level, the following are required:
Associate degree in accounting, business administration, logistics management, or allied field (qualifying experience may be substituted on a year-for-year basis).
Two (2) years procurement/supply management experience.
Proficiency with personal computers and Microsoft Office applications including Word, Excel, PowerPoint, Outlook, and SharePoint.
Demonstrated ability to understand concepts and clearly present them to large groups.
Analytical skills, resourcefulness, adaptability, and the ability to prioritize multiple simultaneous tasks.

To be considered at the Fiscal Analyst 3 level, the following are required:
Associate degree in accounting, business administration, logistics management, or allied field (qualifying experience may be substituted on a year-for-year basis).
Three (3) years procurement/supply management experience.
Intermediate skills with personal computers and Microsoft Office applications including Word, Excel, PowerPoint, Outlook, and SharePoint.
Demonstrated ability to understand concepts and clearly present them to large groups.
Analytical skills, resourcefulness, adaptability, and the ability to prioritize multiple simultaneous tasks.

To be considered at the Fiscal Analyst 4 level, the following are required:
Associate degree in accounting, business administration, logistics management, or allied field (qualifying experience may be substituted on a year-for-year basis).
Four (4) years procurement/supply management experience in large government or business organizations.
Advanced skills with personal computers and Microsoft Office applications including Word, Excel, PowerPoint, Outlook, and SharePoint.
Demonstrated ability to understand concepts and clearly present them to large groups.
Analytical skills, resourcefulness, adaptability, and the ability to prioritize multiple simultaneous tasks.

It is preferred that qualified candidates also have:
Bachelor’s Degree in accounting, business administration, logistics management, or allied field.
12 college credit hours in program management courses or 24 contact hours in program management.
Six (6) years' total procurement or program management experience.
Certified Professional Public Buyer (CPPB) or Certified Professional in Supply Management (CPSM) or equivalent professional certification.

Important Notes
In additional to the salary range listed, a general wage increase of 4% will be applied for all state employees on July 1, 2023.

This recruitment may also be used to fill additional positions per business needs.
This position offers flexible/hybrid remote work options. Will be required to work from Headquarters in Olympia a minimum of one day per week. More in office attendance may be required depending on work priorities.
This position has been approved for in-training. The hiring manager is looking to hire a Fiscal Analyst 4 level; however candidates will be considered for a Fiscal Analyst 2, 3, or 4 depending on qualifications. Annual salary levels for each position are:
Fiscal Analyst 2 (FA2): $42,696- $57,324
Fiscal Analyst 3 (FA3): $49,404- $66,420
Fiscal Analyst 4 (FA4): $54,492- $73,260

Washington Administrative Code (WAC) 357-16-197 mandates that all employees who work for executive cabinet agencies (which includes the Department of Transportation) must be fully vaccinated against COVID-19.
