The Opportunity
WSDOT’s Information Technology Division (ITD) is currently seeking an IT Network & Telecom Senior Specialist to serve as the subject matter expert and escalation point for all aspects of the Washington State Ferries (WSF) network. This position is tasked with maintaining the highest levels of availability and security possible for the WSF network infrastructure - a complex mission critical service supporting the enterprise IT needs of the largest ferry fleet in the United States. The incumbent of this position will be responsible for all network project management, physical and logical network design, monitoring, data circuit and hardware procurement, budget recommendations, network security and PCI compliance, configuration and software upgrades, installations, maintenance, and lifecycle ownership of the networking infrastructure.

What to Expect
Among the varied range of responsibilities held within this role, the IT Network & Telecom Senior Specialist will:

Be responsible for independently working on all tiers of network administration (installation, maintenance, monitoring, troubleshooting and root cause failure analysis) of all regional, divisional, and departmental network systems supporting revenue collection, physical security and business critical applications, components, and management applications for all facilities throughout the Ferries Division.
Use advanced diagnostic tools such as Cyber Security reports, Nessus scan data, discovery software (Nmap), testing hardware, packet capture software (Wireshark), performance and resource monitors (SolarWinds NPM), and event logging to conduct security audits and identify and resolve complex problems with all levels of security standards compliance for planned and installed IT systems.
Design, build, test, and re-configure systems to meet and enhance agency security standards, policies, and procedures.
Maintain, monitor, troubleshoot and manage the greater WSF telecommunications infrastructure.
Assist in the installation and repair of PBX and IP/SIP telecommunications hardware at corporate offices, terminals and on vessels.
Estimate costs, identify vendors, draft purchases requests, obtain required exemptions, obtain spending approvals, and track purchasing processes to completion.

Qualifications
To be considered for this opportunity, the following are required:
Bachelor’s degree in an information technology related field (additional years of experience can substitute for education year for year).
Six (6) years of experience supporting the operation of an enterprise-level network infrastructure.
Four (4) years of experience working with technologies, security standards and protocols related to TCP/IP, TLS, TFTP, DHCP, DNS, NTP, the OSI model, RADIUS/TACACS, ISE, SSH, SNMP, SMTP, BGP, MPLS, EIGRP and understanding how these impact and define a network.
Six (6) years of experience with layer 1 infrastructure deployment and maintenance including copper/ethernet, fiber optics and wireless systems.
The ability to navigate network device command line interfaces, upgrade operating systems and deploy configurations and changes at an enterprise level.
Valid driver’s license.
The ability and willingness to respond immediately in-person to field support calls at any of the WSF locations and dispatch to WSF facilities, terminals, and vessels within same day.
The ability and willingness to provide on-call support off-hours.
The ability and willingness to lift and move up to 35 lbs., climb ladders, and work within confined spaces.
The ability to acquire and maintain a valid Transportation Worker Identification Credential (TWIC).

It is preferred that qualified candidates also have:
Advanced working knowledge of Cisco and Cradlepoint routers and switches.
Industry certifications relating to internetworking, wireless systems, telecommunications, or systems administration.
Working knowledge of public cloud technologies and deployments.
Working knowledge of cyber and infrastructure security concepts, standards, and frameworks.

The salary listed includes the legislative approved 5% salary premium for positions in King County.
In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. For union-represented positions, more information on other forms of compensation can be found in the applicable Collective Bargaining Agreements. Information on other compensation types for non-represented positions can be found in Chapter 357-28 of the Washington Administrative Code.
