The Opportunity
WSDOT is currently seeking an Information Technology Division (ITD) Data Management Journey to serve as a Data Integration Modernization Specialist. We welcome candidates with excellent teamwork, inter-personal, and SQL skills. The successful candidate will need to demonstrate the desire and ability to learn independently and expand their skillset as technology changes. This is a team-oriented role, and the successful candidate will follow and synthesize WSDOT standards, state-wide (OCIO) standards, and emerging industry best practices. This position is part of the WSDOT ITD Data Management Services Information Resource Management (IRM) Team. The IRM team designs databases and prepares data and tools for reporting to facilitate its usage to meet agency business goals. Reporting directly to the Business Intelligence Coordinator, this position provides technical data integration support and development for WSDOT’s Modernization effort, WSDOT Data Warehouse, any Operational Data Stores, and cloud-modern Data Lakes, as well as cloud and legacy transactional system interfaces. The Data Integration Modernization Specialist provides journey level data integration with an emphasis on the modernization of on-premises ETL processes, and the support of data integration needs for new cloud and SaaS undertakings by the agency. As a Shared Service Data Integration Modernization Specialist, this position provides advanced technical support for the extraction, transformation and loading of data from and between a variety of on-premise, cloud, and SaaS transactional systems as well as into the WSDOT data warehouse repository for decision support and business intelligence reporting use across all ITD portfolios.

What to Expect
Among the varied range of responsibilities held within this role, the Data Integration Modernization Specialist will:

Independently modernize data integration processes to support migration from legacy on-premises systems to cloud-modern and SaaS vendor-based technologies.
Collect business requirements, institutional knowledge, and implementation details of existing data integration processes and needs.
Design, create, and maintain modern data integration routines to connect legacy and modern systems using cloud based modern data integration technologies.
Troubleshooting performance and data quality issues to ensure accurate and timely delivery of the data.
Independently create and maintain processes to extract, transform and load (ETL) data.
Perform data analysis on highly complex databases on multiple platforms and architectures to identify the correct data needed to meet the business’ reporting requirements.
Provide development and implementation database support for modernizing WSDOT’s client/server and web applications.
Participate on application modernization teams across ITD Portfolios as an expert on data integration and data migration for transactional systems.
Administer on-premise and cloud-based data storage, warehousing, and integration systems across ITD portfolios.

Qualifications
This is an IT Data Management Journey position. However, the hiring manager reserves the right to fill the position at a lower level, IT Data Management Entry, depending on qualifications, providing an opportunity for an individual to gain the required experience on the job as part of a formal “in-training” plan.

To be considered for this opportunity at the ITD Data Management Entry level, at least one of the following are required:
Associates (2 year) degree in computer science or equivalent certification program and two (2) years of experience working in Information Technology within data management or application development. Or
Bachelors (4 year) degree in computer science, mathematics, or related field and experience writing complex queries in SQL.

To be considered for this opportunity at the ITD Data Management Journey level, the following are required:
Six (6) years of experience working in Information Technology within data management or application development OR four (4) years of experience working in Information Technology within data management or application development and a four-year degree in computer science, mathematics, or closely related field.
Four (4) years of experience writing complex queries in SQL for reporting and data validation purposes.
Four (4) years of experience creating and maintaining highly complex Extract, Transform and Load (ETL) routines.
Knowledge of the Office of the Chief Information Officer’s Policies, Procedures and Guidelines.

It is preferred that qualified candidates also have:
Experience using Informatica software.
One (1) year of experience working with Kimball Data Warehouse design principles.
Experience with SSIS and Azure Data Factory.
A Bachelor's degree or higher in computer science, mathematics, or related field.

In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. For union-represented positions, more information on other forms of compensation can be found in the applicable Collective Bargaining Agreements. Information on other compensation types for non-represented positions can be found in Chapter 357-28 of the Washington Administrative Code.

The hiring manager is looking to hire at the goal class, IT Data Management Journey level. However, this position has been approved for in-training, which means the hiring manager is able to considered candidates at the IT Data Management Entry level, if not qualified at the highest level. The in-training plan will allow candidates to complete a series of measured training steps to promote to the goal class. The salary for each in listed below:
IT Data Management Entry: $61,368 – $82,548 Annually
IT Data Management Journey: $80,064 – $107,676 Annually
Washington Administrative Code (WAC) 357-16-197 mandates that all employees who work for executive cabinet agencies (which includes the Department of Transportation) must be fully vaccinated against COVID-19.
