Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure people and goods move safely and efficiently throughout the state. In addition to building, maintaining, and operating the state highway system, WSDOT operates the largest ferry system in the nation, manages the world's longest floating bridge, and recently completed the world's widest tunneling project.

The Opportunity
WSDOT is currently seeking a journey-level Application Developer to create and maintain web, console, and mobile applications used by the agency’s Maintenance Operations Division. Additionally, this position will create and maintain SQL scripts and perform database modelling in support of the applications. The incumbent of this position will meet with customers to specify application requirements and will collaborate with teammates to ensure that solutions align with supported project scopes, schedules, and timelines.

What to Expect
Among the varied range of responsibilities held within this role, the Application Developer will:

Create, enhance, and maintain multi-platform applications.
Lead strategic business initiatives and legislative mandates for supported applications.
Develop and implement standards and procedures for data, data modelling, and data architecture for applications.
Serve as the project leader for integrating new and existing technologies.
Provide technical consultation on enhancements, maintenance, and operation of applications.
Collaborate with stakeholders to identify application needs and resolutions, then translate business requirements into secure, sustainable technology solutions.
Analyze source code and identify potential security vulnerabilities.
Conduct, assess, and implement modernization opportunities.

Qualifications
To be considered for this opportunity, the following are required:
Bachelor’s degree in Computer Science, Computer Programming, Information Technology.

OR

Equivalent experience that includes a minimum of four (4) years of experience developing applications.
Four (4) years of experience developing applications using C#, ASP.NET, and JavaScript.
Four (4) years of experience with SQL Server and T-SQL.
The knowledge and ability to:
Develop, enhance, and maintain computer applications.
Understand IT architecture and standards.
Independently perform analysis, design, programming, and implementation of system components and functions.
Identify, analyze, and resolve problems.
Retrieve, understand, and interpret electronic and printed materials.
Communicate effectively with a diverse set of customers and peers.
Provide direct customer service by identifying the customer’s problem, isolating the application problem or need, assisting in the resolution, then verifying results.
Learn and apply new technologies.

It is preferred that qualified candidates also have:
One (1) year of experience developing applications for iOS using Objective C or Swift.
Experience developing with jQuery, Knockout, or Bootstrap.
Experience developing ASP.NET MVC applications.
Experience creating dashboards and reports in Microsoft Power BI.

This position is eligible for remote work up to 100%, per supervisor approval.
In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. Information on other compensation types for non-represented positions can be found in Chapter 357-28 of the Washington Administrative Code.
