Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure people and goods move safely and efficiently throughout the state. The Opportunity
WSDOT is currently seeking to fill multiple Transportation Technician’s (In-Training) to perform skilled technical work in support of activities of highway construction projects in Everett, WA. As the Transportation Technician you will perform material sampling and testing, record findings and interprets tests results. In addition, you will assist with construction inspection and contract administration tasks. In this high impact role, you will be working in varied environments, such as out in the field, in an office atmosphere, and in the laboratory. This is a fantastic entry-level opportunity that allows you to progress through the Transportation Technician field.
Note: This is an in-training position that offers a career path and on-the-job training. This position allows you to progress through the Transportation Technician field and achieve the goal class of a Transportation Technician 3. Candidates will be considered as a Transportation Technician 2 or 3, depending on their qualifications. The salary levels for each are:

Transportation Technician 2: $50,592 - $68,076 annually, depending on qualifications
Transportation Technician 3: $57,324 - $77,028 annually, depending on qualifications


What to Expect
Among the varied range of responsibilities held within this role, the Transportation Technician 3 will:

Collect material samples on various job sites; drive and deliver samples and equipment.
Inspect a variety of highway construction projects to ensure work is done in conformance with the contract plans, Special Provisions, Standard Specifications, permits and regulations. Items to be inspected include, but are not limited to structures (bridges, retaining walls, etc.), grading, paving (ACP and PCC), drainage, waterlines, illumination, signals, signing and striping, landscaping, and erosion control.
Prepares accurate, legible inspectors daily reports by observing and documenting the contractor's daily activities. Prepares accurate and complete field note records and calculations supporting payment of inspected contract items. Assists in coordinating daily work activities with other field inspectors, survey crews, and others involved in the project.
Perform a vast array of materials testing of both in-place and collected samples, days, nights, or weekends.
Record, interpret, and document material sampling and testing results.
Collaborate with materials engineer with documentation and review.
Oversee contractor submittals and test reports.
Draft related letters and reports; calculate quantities and estimate costs.
Collaborate in inspection of contract work.
Collaborate with materials engineering team to ensure all materials are sampled and tested in accordance with contract requirements.
Clean, maintain, and calibrate testing equipment.

Qualifications
To be considered for the Transportation Technician 2 level the following are required:
An Associate degree in Civil Engineering Technology, surveying, drafting or other closely related fields
OR
Completion of an accredited vocational/technical program consisting of at least 1,200 instructional hours in Civil Engineering Technology, surveying, drafting, structural detailing, engineering design or other closely related field
OR
Graduation from high school or GED equivalent and two (2) years of experience performing basic technical engineering work as a Transportation Technician 1 or equivalent. (College level or vocational/technical course work in engineering, drafting, survey, mathematics, or other closely related fields will substitute for the required technical engineering experience on a year-for-year basis.)
OR
Three (3) years of experience as a Maintenance Technician, one of which must be as a Maintenance Technician 2.

To be considered for the Transportation Technician 3 level the following are required:
Two (2) years of experience performing semi-skilled technical engineering work as a Transportation Technician 2 or equivalent.
OR
A Bachelor's degree in Engineering or closely related field.
OR
Certification as an Engineer-in-Training or A Land Surveyor's license

In addition, the following are required:
Must be certified as a WSDOT General Inspector, ACI concrete tester, Traffic Control Supervisor (TCS) and/ or flagger or ability to obtain within 1 year.
Possess current Construction site Erosion and Sediment Control Lead certificate (CESCL) or ability to obtain within 1 year.
Possess a valid unrestricted driver's license.
Knowledge of construction inspection, environmental inspection, and documentation procedures.
Skilled in all aspects of field inspection on construction projects, including material testing and documentation.
Read and interpret contract plans, provisions, standard specifications and other principles, practices, and methods relative to the construction of transportation projects.
Read and understand the environmental permits and commitments for assigned projects; monitor permit conditions for assigned projects.
Familiarity with Federal, State, and Local environmental regulations as they pertain to construction.
Ability to solve complex engineering problems of varying complexity using mathematics.
Ability to perform materials testing duties.
Ability to lift, carry, and pull/push up to 50 pounds.
Proficient in use of computer applications including WORD, Excel, Outlook; SharePoint
Strong oral and written communication skills.
Ability to prioritize and perform multiple work assignments, may include overtime when necessary.
Ability to work outside in all types of weather and traversing over uneven ground.

It is preferred that qualified candidates also have:
Bachelor’s degree in civil engineering or closely related engineering degree, or associates degree in civil engineering technology, or certification as an Engineer-In-Training
Two (2) years of experience performing semi-skilled technical engineering work as a Transportation Technician 2 or equivalent.
Qualified tester with extensive experience in concrete, asphalt, aggregates, and compaction; proficient with a variety of software.
