The Opportunity
WSDOT is currently seeking a Fiscal Analyst 2 to join the Payroll Department in Olympia, WA. Under the general direction of the WSDOT Payroll Assistant Manager Marine Labor and Payroll, the incumbent is responsible for both general and specialized payroll duties pertaining to labor processing, adjustments, and corrections to the Labor systems, TRAINS, DOTtime, and HRMS. This position makes independent decisions and performs specialized fiscal duties for recording, adjusting, and reporting employee hours and compensation using the department’s labor systems and the State payroll system. The Fiscal Analyst is a point of contact for employees and Crew Leads of the Washington State Ferries and is responsible for processing payroll for ferry employees. In addition, the incumbent has a working knowledge of WSDOT Marine collective bargaining agreements.

What to Expect
Among the varied range of responsibilities held within this role, the Fiscal Analyst 2 will:

Administer payroll functions for Marine Unit for ferry employees, such as performing timekeeping functions, reviewing DOTtime reports, and reviewing, correcting, and approving DOTtime timesheets.
Coordinate with the appropriate Ferries Division auditors, managers, crew leads, agents, etc. To obtain supporting information on labor and leave reported on the timesheets.
Review DOTtime reports for errors and make corrections as needed in DOTtime.
Verify that DOTtime timesheets are correct and perform payroll approval.
Manage Marine Unit's payroll functions, such as conducting payroll audits, answering questions from customers, assisting with the interpretation of Collective Bargaining Agreements, preparing payroll adjustments, and requesting petty cash checks.
Perform payroll audits to make sure employees have been compensated appropriately, providing knowledge and guidance on the interpretation of Collective Bargaining Agreements.
Assist customers with questions through both email and the marine payroll phone line, requesting petty cash checks when necessary and preparing payroll adjustments such as personal holidays, leave corrections, processing tuition wage reimbursements, and preparing overpayment letters for the marine payroll unit.
Provide backup and support to other positions within the Marine Payroll Unit during the Payroll cutoff or when a team member is not available to work.
Review and update procedures and job aides for changes from the Memorandum of Understandings and new Collective Bargaining Agreements.
Assist with public data requests as requested.

To be considered for this opportunity, the following are required:
18 quarter or 12 semester hours in accounting.
Two years of relevant experience in the financial field. The relevance of experience will be assessed by the hiring authority.

Knowledge of:
State/Federal statutes and rules pertaining to assigned payroll functions.
State policies and procedures pertaining to assigned payroll functions.
Generally Accepted Accounting Principles pertaining to assigned payroll functions.

Ability to:
Communicate effectively orally and in writing.
Research applicable state laws, policies, CBA’s and procedures related to areas of responsibility.
Perform payroll work in accordance with GAAP.
Attend work during regularly assigned hours at the assigned worksite.

Skilled in:
Organizing and prioritizing daily tasks and switching between multiple tasks daily.
Basic functions of Microsoft Excel and Word software programs.
Reconciling multiple reports and/or electronic systems.

It is preferred that qualified candidates also have the following:

Associate degree in accounting and relevant Government experience.

Knowledge of:
Department policies and procedures pertaining to assigned payroll functions.
Assigned Collective Bargaining Agreements.

Ability to:
Operate within mainframe computer systems.
Inquire and update payroll data in an automated payroll system.

Skilled in:
HRMS System.
WSDOT Labor System.
