WSDOT is eager to hire a finance professional to serve as our next Fiscal Analyst to support WSDOT’s mission to provide safe, reliable, and cost-effective transportation options to improve communities and economic vitality for people and business. This position will work under general supervision ensuring accountability over financial activities transacted by the region. As the Fiscal Analyst, this position will verify financial activities and transactions are complete, accurate, and compliant with related requirements, billings are correct, and accounts are current. In addition, this position will ensure that disbursements and receipts comply with state and federal regulations and agency and regional policy and procedures. The successful candidate appointed to this unique position will serve a vital role in support of WSDOT’s mission to provide safe, reliable, and cost effective transportation options to improve communities and economic vitality.

What to Expect

Among the varied range of responsibilities held within this role, the Fiscal Analyst will:

Process reimbursable agreements where the region bills and collects from a public or private entity for goods and/or services provided by the region.
Prepare monthly invoices and process those invoices by scanning, separating, and merging billing documents.
Analyze and reconcile expenditure data from different financial and/or data retrieval systems and resolve discrepancies.
Ensure compliance of financial transaction and/or related transactions with various policies, procedures, and requirements and ensure they are recorded, classified, and reported in accordance with GAAP, Chart of Accounts, and/or procurement requirements.
Ensure compliance of documentation supporting a transaction with various payment and/or procurement requirements and ensure expenditure coding components and requirements are applied correctly.
Analyze payment documents and financial transactions to the level of detail to find and resolve errors, discrepancies, compliance issues, and/or lack of sufficient documentation and correct as required.
Prepare fiscal year end closing adjustments and accrual journal vouchers using WSDOT financial systems, information retrieval systems, and various software applications.


Qualifications

To be considered for this opportunity, the following are required:

Experience with reviewing, analyzing, and interpreting financial information and reports, as well as analyzing and correcting discrepancies.
Proficient with MS Office Suite products, including Word, Excel, and Outlook.
Strong communication skills both in written and verbal form to effectively communicate information to internal and external customers.


It is preferred that qualified candidates also have:

Bachelor’s degree to include at least 18 quarter or 12 semester hours of accounting, auditing, or budgeting, and one (1) year of relevant experience.
Professional experience may substitute for education on a year for year basis but not for the required credit hours.


Important Notes

Washington Administrative Code (WAC) 357-16-197 mandates that all employees who work for executive cabinet agencies (which includes the Department of Transportation) must be fully vaccinated against COVID-19. This position offers flexible/hybrid work options
The salary listed includes the legislative approved 5% salary premium for positions in King County.
In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. For union-represented positions, more information on other forms of compensation can be found in the applicable Collective Bargaining Agreements. Information on other compensation types for non-represented positions can be found in Chapter 357-28 of the Washington Administrative Code.
