The Opportunity
WSDOT is actively recruiting to fill two Transportation Technician 3 positions. These positions will directly support the South-Central Region and agency’s mission by ensuring that highway construction projects are designed, constructed, and administered in compliance with agency policies, procedures, and practices. This is accomplished by performing basic engineering tasks in support of the work assigned to the Project Engineering Office.

What to Expect
Among the varied range of responsibilities held within these roles, the Transportation Technician 3 incumbents will:

Assist field inspectors in the collection of material samples.
Perform a variety of jobsite and laboratory tests including, but not limited to proctor density, sieve analysis, yield, slump, air voids, oil content, gradation, etc., and record and compare test data with contract requirements.
Inspects the contractors work for conformance to the plans and specifications.
Take measurements and calculate quantities and wage rates.
Prepare field note records and completes inspector's daily reports.
Perform a variety of semi-skilled project development support tasks.
Assist the Survey Party Chief by serving as rod person and backup instrument operator.
Assist field inspectors by verifying calculations and field note records.
Compile information, enter data into the ledger system, and verify entries.

Qualifications
These are Transportation Technician 3 (TT3) positions. However, the hiring manager reserves the right to fill one of the positions at a lower level (TT1 or TT2) depending on qualifications, providing an opportunity for an individual to gain the required experience on the job as part of a formal “in-training” plan.

To be considered for this opportunity at the Transportation Technician 1 level, the following are required:
Graduation from high school or GED equivalent.
Valid driver’s license.
Willing and able to relocate or transport up to 40 pounds.
Willing and able to travel regularly to and from work sites, including overnight stays.

To be considered for this opportunity at the Transportation Technician 2 level, the following are required:
An Associate degree in Civil Engineering Technology, surveying, drafting or other closely related fields.
OR
Completion of an accredited vocational/technical program consisting of at least 1,200 instructional hours in Civil Engineering Technology, surveying, drafting, structural detailing, engineering design or other closely related fields.
OR
Graduation from high school or GED equivalent and two years of experience performing basic technical engineering work as a Transportation Technician 1 or equivalent. (College level or vocational/technical course work in engineering, drafting, survey, mathematics, or other closely related fields will substitute for the required technical engineering experience on a year-for-year basis.)
OR
Three years of experience as a Maintenance Technician, one of which must be as a Maintenance Technician 2.
Valid driver’s license.
Willing and able to relocate or transport up to 40 pounds.
Willing and able to travel regularly to and from work sites, including overnight stays.

To be considered for this opportunity at the Transportation Technician 3 level, the following are required:
Associates Degree in Civil Engineering, Civil Engineering Technology, or Surveying, AND a minimum of one (1) year of experience as a Transportation Technician 2 or equivalent.
OR
Bachelor's degree in Engineering.
OR
Certification as an Engineer-in-Training.
OR
Land Surveyor’s License.
Valid driver license.
Ability to perform mathematical calculations at or above a high school geometry level.
Ability to obtain and maintain all required WSDOT testing and inspection certifications, including but not limited to WAQTC, within the first year of employment.
Complete testing and inspection forms and paperwork correctly and accurately.
Communicate complex concepts clearly and concisely both orally and in writing.
Demonstrate proficiency in the Microsoft Office suite of software (MS Word, Excel, Outlook, etc.)
Work for extended periods at a desk while performing office functions.
Ability to learn and perform CAD skills within six months of hiring.
Ability to apply engineering concepts, principles and WSDOT standard procedures to develop Plans, Specifications and Estimates (PS&E) and inspect and administer highway construction projects.
Willing and able to relocate or transport up to 40 pounds.
Willing and able to travel regularly to and from work sites, including overnight stays.
It is preferred that qualified candidates also have:
Ability to work and stay out of town Monday thru Friday.
Experience with Bentley CADD products including MicroStation and InRoads.
Experience as a rodman, conducting topographic surveys.
Experience testing materials and inspecting construction activities for conformance with contract requirements.
Important Notes
In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. For union-represented positions, more information on other forms of compensation can be found in the applicable Collective Bargaining Agreements. Information on other compensation types for non-represented positions can be found in Chapter 357-28 of the Washington Administrative Code.
This recruitment may also be used to fill additional positions per business needs.
Various schedules are available except for during the construction season. Weekend and night work are required at times, as well as weeklong stays out of town for site visits, meetings, and training.
Work is performed mostly outdoors. Exposure to hazards commonly found outdoors includes working on or near roadways and traffic, on uneven and rough terrain, in most all types of climate conditions, insects, and possibly biohazards.
Washington Administrative Code (WAC) 357-16-197 mandates that all employees who work for executive cabinet agencies (which includes the Department of Transportation) must be fully vaccinated against COVID-19. Compliance with this mandate is a condition of employment with WSDOT. Exemption may be granted for religious or medical purposes; however, accommodations will be subject to approval based on the essential functions required of the position.
