Job Description:
We are currently recruiting for an energetic and reliable team player within the agency as part of the Human Resources department. This position will perform a variety of technical and advanced administrative duties. The Human Resources Specialist will support a number of departmental programs; first point of contact for internal/external customers (in person or by phone) providing information, forms and materials; act as the department's primary point of contact employment verifications; and provide information/guidance on general human resources topics.

This position frequently interacts with current Pierce Transit staff and the ideal candidate understands the importance of valuing and respecting every employee and can communicate effectively with people from very diverse backgrounds and experiences. The individual we are seeking will need to be customer-focused and have the ability to handle competing priorities with a smile while staying on task in a fast-paced Human Resources environment.

Essential Functions:
The following functions are not intended to serve as a comprehensive list of all duties performed in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties:
Provides information to employees and managers on benefits and leave management.
Responds to customer inquiries, employment verification requests.
Participates in benefits open enrollment, provides information and serves as a point of contact for questions.
Ensures that absences are tracked, recorded and distributed to managers daily.
Processes employee eligibility for leave programs, including FMLA eligibility requests from employees, tracks information on spreadsheets and mails out paperwork.
Maintains electronic personnel filing for all employees.
Runs and distributes various employee reports.
Participates as a Wellness Champion for the agency.
Issues ORCA cards to employees and maintains ORCA database.
Processes division mail and confidential faxes. Scan and distribute to appropriate employees.
Files, archives, and purges in accordance with established regulations, procedures, and archival policies. Tracks and compiles monthly reports to include recruitment activity.
Assists in the implementation of strategic marketing plans to provide comprehensive outreach to effectively build diverse pools of qualified candidates.
Ensures new hire information is tracked and recorded and assists in coordinating the transfer of new hire information. Ensures recruitment files, documents, and records are recorded, reported, distributed, and maintained appropriately.
Responsible for accurate data processing in the applicant tracking system, coordination and facilitation of recruitment events, advertisements, on-boarding and related activities. Provides professional support in the efficient use and maintenance of information in the Applicant Tracking System (ATS).
Schedules, sets up and prepares for new hire events, applicant testing and interviewing events. Conducts new employee orientations, provides information and presentations.
Processes background checks, conducts proctored tests, and communicates with applicants with a high level of professionalism in person, via phone and through email.
Conducts new employee orientation with new hires. Organizes and facilitates agency’s on-boarding process for new hires.
Ensures that the e-learning course database is accurate and up to date. Publishes and removes approved and/or discontinued courses.
Updates and tracks employee training records in e-learning system.
Schedules, sets up and prepares for in person and virtual training sessions.
Facilitates instructor-led training courses to employees, as assigned.
Assists with development of e-learning courses, makes recommendations on course structure, provides guidance on structure including Agency branding, slide content and script.
Maintains confidentiality.
Demonstrates regular and consistent attendance.
Performs related work as required.

Qualifications
Required:
High school diploma, or equivalent and
Three (3) years of human resources experience.


Desired:
Public sector experience desired.

Licensing, certifications and other legal requirements
Individuals must pass a background check.

Physical Requirements:
The position involves light physical demands, such as exerting up to 40 lbs. of force occasionally, and/or up to 10 lbs. of force frequently, and/or a negligible amount of force constantly to move objects. May occasionally need to move boxes from 5 to 40 pounds.

Working Conditions:
This position works in an office environment relatively free from unpleasant environmental conditions or hazards.

Education:
Any required education must come from an accredited college or university whose accreditation is recognized by the U S Department of Education or the Council for Higher Education Accreditation (CHEA) or foreign equivalent.
