Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure people and goods move safely and efficiently throughout the state. In addition to building, maintaining, and operating the state highway system, WSDOT operates the largest ferry system in the nation, manages the world's longest floating bridge, and recently completed the world's widest tunneling project.

The Opportunity
WSDOT is currently seeking a professional Application Developer – Journey level in Shoreline, WA. This position coordinates with the Intelligent Transportation Systems (ITS) Software group but reaches out to customers both inside and outside WSDOT. The extended customer base support requires custom software designed and maintained by this position. WSDOT is a leader in ITS and as such, coordinates traffic management across regional boundaries and between local agencies. This position provides WSDOT with needed specialized programming to facilitate inter and intra agency data sharing and processing. Traffic systems are a very niche end of the IT market. ITS Systems can be brand new, innovative, and obsolete at the same time. The Application Developer in this position will provide programming staff to coordinate data acquisition, processing and storage using current .NET/C#, SQL Server, GIS, and C++ technologies. This position is an application developer with specialized experience in traffic management techniques and available traffic management technologies.

What to Expect
Among the varied range of responsibilities held within this role, the Application Developer will:
Develop specifications, codes, tests, maintains, and enhances complex web applications containing ITS data; designs and creates web-based query tools and hardcopy reports for engineers, managers, operation, and maintenance workers.
Develop and maintain custom applications for video and data sharing.
Update the applications for new video sources (camera brands).
Maintain the database of cameras, users, and system configuration.
Support users with training and troubleshooting.
Develop services to monitor computer output of data servers that is directed to both internal and external users including the public website.
Use existing flat file data set, convert state route mile data to latitude/longitude GIS based system for plotting on map.

Qualifications:
To be considered for this opportunity, the following are required:
.NET application programming experience
C++ application programming experience
SQL database design and programming experience
GIS and ArcGIS workbench and development
Ability to gather user requirements, design user interfaces, design program and database structure.
Ability to code, compile, test and maintain the self-specified application.

It is preferred that qualified candidates also have:
Java and Java technologies application development experience
iPhone and Android phone application experience

In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. For union-represented positions, more information on other forms of compensation can be found in the applicable Collective Bargaining Agreements. Information on other compensation types for non-represented positions can be found in Chapter 357-28 of the Washington Administrative Code.
The salary listed includes the legislative approved 5% salary premium for positions in King County.
Washington Administrative Code (WAC) 357-16-197 mandates that all employees who work for executive cabinet agencies (which includes the Department of Transportation) must be fully vaccinated against COVID-19.
