New to the Eagle River Water & Sanitation District (ERWSD), a Utility Services Technician (FOG/CCC) is a member of the Utility Services Department and will be responsible for developing, implementing, and enforcing a Fats, Oils, and Grease (FOG) program, as well as ensuring Cross Connection Control (CCC) regulations are met. This position will be inspecting structures for FOG and CCC compliance, interacting with customers, working to resolve violations, maintaining organized records, and creating policies as-needed. This position will be highly independent as it builds our FOG program and serves as an expert on the program, eventually training other Utility Services Technicians.

The Day to Day:
FOG RESPONSIBILITIES: Conduct hazard surveys to verify backflow function, identify cross connections, and determine level of hazards. Notifies customers of pending surveys. Notifies customers of non-compliance/compliance items and re-surveys as required. Perform testing and repair of ERWSD’s backflow devices as needed. Provides information to maintain database of accounts requiring annual surveys and records of testing for all compliance devices. Respond to complaints and conducts surveys and/or investigations to determine the source of pollutants possibly entering the water distribution system; respond to illegal or illicit connections to the potable water system, and to backflow incidents. Communicates with public and drafts various formal communications for review by BPCCC Coordinator and Supervisor. Answers customer questions regarding the purpose of backflow prevention assemblies, methods of installation, and the required protection necessary for specific hazards. May assist with public outreach and education events. Provides training to other employees as needed, including temporary and part-time positions.

CUSTOMER SERVICE: Interacts with customers on-site regarding FOG compliance, cross control connections, violations, and other inquiries. Explains violations and identifies viable solutions.

DOCUMENTATION: Inspects new and existing structures, properties, and premises and notes violations, maintains inspection logs, and creates reports as-needed.

ADMINISTRATION: Completes administrative functions correctly and on time including purchasing card reconciliation, time entry, scheduling, and reading emails.

SAFETY: Demonstrates understanding of district Rules and Regulations as it pertains to Utility Services Department. Embraces the safety culture at the district and follows all safety protocols. Follows all District safety and security policies and standards. Wears Personal Protective Equipment as required by the job duties. Maintains all required safety certifications and makes sure all safety trainings are up to date.

TEAMWORK: Works collaboratively with all departments and district staff. Demonstrates a willingness to work independently and in a team environment. Demonstrates a strong work ethic, integrity, positive attitude and is a team player.

COMMUNICATION: Interacts with various Departments to ensure FOG and CCC efforts are aligned with operational need and best practices. Respectfully communicates with peers and the public. Demonstrates tact and professionalism in communication.

Qualifications:
High school diploma or general education degree (GED); or six (6) months construction or maintenance experience, preferably involving work with water meters or related water service lines.
Completion of college-level coursework or formal training program in water distribution or wastewater collection is desired.
Must be 18 years or older.
Colorado Distribution and Collection Licenses strongly preferred.
Must be able to obtain Colorado Water Distribution Operator I and Wastewater Collection Operator I certifications within first 12 months of employment. All Certifications and Licenses must be kept current.
Must be able to work in the field (75%) and in the office (25%). Infrequent remote work allowed.
Must be detail oriented and organized.
Kindness and a desire to serve the community is key to success in this position.
Proven customer service skills and the ability to work productively with minimal direct supervision.
Ability to apply concepts of basic algebra and geometry.
Must be able to read maps and diagrams.
Excellent communications skills (both written and verbal) are essential. This position works closely with customers, consumers, contractors, developers and other District Departments.
Computer proficiency required, including basic Microsoft Office skills.
Must have aptitude and ability to work with data managements systems such as CIS or a utility billing system.
Prior experience with asset management systems or work order systems preferred.
Must possess a valid Colorado Driver's license and be insurable under District's standards, submit to a pre-employment drug screen, and extensive background check.
Must obtain CPR/First Aid Certification within the first six (6) months of employment.

Hiring Range:
There are four levels of Utility Services Technician – CCC/FOG (1, 2, 3, Senior) with different titles and pay ranges depending on candidate certifications, experience, knowledge, skills and abilities. Starting range depends on qualifications but generally falls within the minimum and midpoint of the pay range. Pay ranges for each level are as follows:
Utility Services Technician 1: $24.18 - $33.86
Utility Services Technician 2: $26.66 - $37.33
Utility Services Technician 3: $28.00 - $39.20
Senior Utility Services Technician: $32.41 - $45.37
