Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure that people and goods move safely and efficiently throughout the state. WSDOT is eager to hire an electrical and Intelligent Transportation System (ITS) subject matter expert (SME) looking to advance their career into a leadership role to serve as our next Electrical, ITS, and Assets Program Administrator/Maintenance Superintendent. This unique and essential technical expert management position with the Northwest Region (NWR) Traffic Operations division will manage the NWR and Mega Programs Electrical/Electronic Maintenance Program for all electrical, electronic, and communication highway systems, including tolling systems. The successful candidate appointed to this position will be entrusted with the responsibilities to make decisions that will have direct and significant impacts to WSDOT’s ability to successfully deliver safe, reliable, and cost-effective transportation options to improve communities and economic vitality for people and business.
What to Expect:
Among the varied range of responsibilities held within this role, the Program Administrator/Superintendent will:
Manage the NWR and Mega Programs Electrical/Electronic Maintenance Program for all electrical, electronic, and communication highway systems, including tolling systems.
Directly manage a multimillion-dollar biennial budget/program, a multimillion-dollar equipment inventory, and on-hand inventory worth approximately a million dollars.
Administer purchasing, procurement, inventory of supplies and materials for millions of dollars per year and ensure it is conducted efficiently, per WSDOT policy, and in accordance with statutory requirements.
Provide substantial input and recommendation for WSDOT leadership approval on development of traffic signal and ITS maintenance agreements with local agencies.
Manage local agency agreements ensuring adherence to contract requirements, payment, etc.
Provide key input and direction on all phases of projects, scope, design, construction, and final inspection approval of electrical and electronic systems within all relevant NWR and Mega Program projects.
Provide expert knowledge to development and maintenance of a statewide Transportation System Technician (TST) training and testing program.
To be considered for this opportunity, the following are required:
Completion of a trade school in electrical and/or electronic systems (roadway) and eight (8) years of Journeyman level experience in electrical/electronic construction, maintenance, and/or traffic signal industry, OR
Ten (10) years of Journeyman level experience in electrical/electronic construction, maintenance, and/or traffic signal industry
Current Washington State Driver’s License
Five (5) years of management experience supervising three or more technical and/or supervisory staff.
EL01, EL07, or electronics certification, and/or degree
Knowledge and experience installing and/or maintaining traffic signal systems.
Knowledge and experience reviewing and interpreting roadway electrical and electronic system contract plans.
Experience establishing maintenance standards for new construction of electrical, electronic, and/or communication systems.
Ability to perform 24x7 standby duty and respond to emergency situations and work beyond scheduled work shift.
Ability to manage a complex multimillion dollar budget.
It is preferred that qualified candidates also have:
National Incident Management System (NIMS) ICS 100, 200, 700 certifications
Experience constructing and/or maintaining extensive fiberoptic networks
Experience constructing and/or maintaining high voltage power systems and backup power systems.
Maintaining roadway ITS devices/systems, and other transportation-related electronic systems, programmable controllers, and servers, traffic signal systems.
ME01 or electronic certification and/or degree
Washington Administrative Code (WAC) 357-16-197 mandates that all employees who work for executive cabinet agencies (which includes the Department of Transportation) must be fully vaccinated against COVID-19. The salary listed includes the legislative approved 5% salary premium for positions in King County.
In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. For union-represented positions, more information on other forms of compensation can be found in the applicable Collective Bargaining Agreements. Information on other compensation types for non-represented positions can be found in Chapter 357-28 of the Washington Administrative Code.
