Job Summary:
This position provides programming and maintenance of all Supervisory Control and Data Acquisition (SCADA) System, Human Machine Interfaces (HMIs), Programmable Logic Controllers (PLCs), and instrumentation, and implements the established design standards. Responsible to provide a secure, robust, reliable, redundant, and scalable SCADA system for the Department.
The position performs skilled SCADA & HMI configuration, programming, and technical work in the installation, alteration, maintenance, repair of the SCADA system, screens, equipment, and related components. Collaborates with IT on system and network communications (including radio, cellular and Ethernet networking), The position is also responsible for timely troubleshooting and repairs of SCADA system components (HMI screens, control logic, alarming, and instrumentation strategies and projects, etc.) working with various operational staff. The position is responsible for ensuring historical data collection and retention required by regulatory permits. The SCADA Programmer works under supervision by the SCADA System Administrator.
Essential Duties & Responsibilities:
Configure and program automation and control systems involving PLC, HMI, and SCADA;
PLC programming and configuration;
SCADA system design, configuration, and implementation;
Machine level HMI design, configuration, and implementation;
Coordinate SCADA system maintenance, repair, and new install and project work by outside contractors;
Installs, configures, maintains, and troubleshoots SCADA system equipment;
Makes independent decisions that have direct impact on maintaining the operability of the water and wastewater systems and have direct impact on public health and the environment;
Makes independent decisions that have direct impact on maintaining compliance with state and federal regulations pertaining to public drinking water systems, sewer collection systems, wastewater treatment and discharge, and reclaimed water systems;
Researches, evaluates and recommends technologies to support business requirements;
Researches costs of software and hardware, developing strategies for deployment, creating criteria to measure options, and reducing costs where applicable;
Provide design input and perform review for all capital projects assessing all SCADA, HMIs, PLCs, and instrumentation impacts of project, and coordinates the incorporation of needed design standards;
Develop and apply test plans and ensure quality before SCADA system acceptance;
Implements project management concepts (planning, scope, budget, schedule) in the oversight of the SCADA program, system and capital improvement projects that impact the system. This includes recommending standards, documenting findings and projects, reading P&IDs, identifying new technology solutions and their impacts, and estimating and implementing scope, budget, and schedule of all SCADA operation and maintenance efforts;
Perform routine maintenance, repair, troubleshooting, and creation of SCADA/HMI screens, control logic, alarming, and instrumentation systems;
Conducts preventative maintenance, non-scheduled and/or emergency maintenance on SCADA systems and components;
Conducts regular QAQC (Quality Assurance/Quality Control) on SCADA system components ensuring proper calibration, input, output, communication, and historization of data for compliance documentation and reporting;
Anticipate impact of equipment failure and take planned and specific steps to minimize down time, and devise workarounds as appropriate;
Maintains standards, diagrams, and procedures for SCADA systems, including wiring, equipment, configuration, and security;
Provides technical expertise on SCADA system problems, troubleshooting, and resolution;
Responsible for security and reliability of system in compliance with necessary SCADA cyber security measures in coordination with the City IT department to ensure policies, procedures, and best practices are followed;
Assists in developing SCADA system policies regarding practices, procedures, authority levels, emergency and similar procedures;
Develops and implements maintenance and inspection plans to ensure the reliability, sustainability and security of SCADA system infrastructure;
Maintains and troubleshoots Historian storage systems;
Creates and maintains documentation for all SCADA processes, procedures, operations and functions for management of the environment;
Assists SCADA Administrator to develop and write procedures for installation, configuration, and use of SCADA system hardware and software;
Diagnosis of malfunctioning systems and components, using test equipment and hand tools, to locate the cause of a breakdown and correct the problem and complete appropriate paperwork;
Maintain and ensure work environment is in alignment and in compliance with the City’s Standard Operating Policies, Safety Policies and other related policies / procedures in regards to safety prevention; work in a safe manner and report unsafe activities, conditions and faulty equipment;
Communicate with supervisor, employees, other departments, vendors, and agencies to coordinate work activities, collaborate, exchange information, or resolve problems; lead by example demonstrating City CARE values and promoting teamwork;
Communicates highly technical, specialized programming related terms and concepts to utility workers and management to facilitate understanding of SCADA related jargon, to support problem solving, troubleshooting, and policy decision making;
Listens to operational SCADA system needs and effectively translates that into programming, configurations, and code that reliably and appropriately functions to properly operate large-scale, complex industrial processes;
Communicate clearly and appropriately to staff before during and after planned or unplanned equipment failures or maintenance;
Perform other duties as assigned or needed.
Job Specifications:
BS in Engineering (Electrical, Mechanical or Computer) or Computer Science, Information Technology, or related field, or combination of equivalent experience and industry certifications (i.e. ISA CCST II. Etc.);
Five (5) years of industrial SCADA/HMI/PLC programming experience performing the installation, maintenance, troubleshooting, and repairs for industrial SCADA systems and related components, or a combination of education, experience, or training that provides the knowledge, skills, and abilities necessary to perform the duties of this position;
Preference for PLC programming and configuration experience with Allen Bradley and/or Siemens PLCs. (Other PLC experience with any of the following will be considered: Modicon, GE Fanuc, AutomationDirect, Mitsubishi, Omron, Aromat, Toshiba, etc.);
Preference for SCADA system design, configuration, and implementation using Wonderware System Platform and/or Ingnition, (Other experience with any of the following will be considered: Rockwell Software, Intellution, GE Cimplicity, Ci-Tech, Iconics, Siemens, etc.);
Preference for machine level HMI design, configuration, and implementation using FactoryTalk View ME, (Other experience with any of the following will be considered: Siemens, AutomationDirect, Maple Systems, etc.);
Experience with alarm callout packages such as Top View and Win 911 is desired;
Familiarity with object-oriented programming languages such as .NET or Python is desired;
Familiarity with SQL scripting is desired;
Experience in Water/Wastewater, Food Processing, Bio-Tech, Pharmaceutical, or similar industrial processes is desired;
Must be able to work after business hours including occasional evenings, nights, weekends, and holidays as needed;
Must be able to be on call 24/7 on a rotational basis.
Knowledge, Skills & Abilities:
Advanced technical knowledge related to HMIs, PLC, SCADA, communication, alarming systems, ladder logic/function block programming, and historical data systems;
Advanced Computer Skills including Microsoft Office Suite (Word, Excel, Outlook);
Knowledge of procedures for installing, configuring, upgrading, troubleshooting and repairing applicable software, hardware and peripherals; and techniques for explaining technical concepts and procedures to non-technical users;
Advanced knowledge of tagging conventions, data logging and reporting, boolean logic, symbol conventions, etc;
Foundational knowledge of communication systems including radio, cellular, fiber, and TCP/IP networking;

Certifications/Licenses:

Work Environment and Physical Demands:
Work is performed primarily in an office environment with moderate noise level and many interruptions. This employee is frequently subject to inside environmental conditions, which provide protection from weather conditions but not necessarily from temperature changes;
Work environment will also include outdoor weather conditions, extreme temperatures, with areas of dust, odors, etc.;
Occasionally requires lifting and moving up to 50 pounds and occasionally lifts and/or moves more than 100 pounds;
Exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals and vibration;
Work is performed in and around large machinery and electrical machines, pumps, and related equipment; in areas with moving equipment; above and around large pools of waste water;
