Position: Payroll and Benefits Specialist
Reports to: Director of Finance
Salary Range: As per the Classified Non-Represented Salary Schedule
Classification: Classified Non-Union position; non- exempt under FLSA.

Assignment:
Full Time position; 8 hours per day; 260 days inclusive of vacation, paid sick leave and holidays. Medical benefits and retirement contributions eligible.

Position Description:
Compile, enter, process, and validate all aspects of district payroll including required state, federal and district reporting. Coordinate, and manage employee benefits including but not limited to medical insurance, fringe benefits, mandatory benefits, and retirement system.

Typical Work:
Compiles, calculates, verifies and enters data from a variety of sources (e.g., timecards, supplemental contracts, leaves of absences, etc. for the purpose of generating payroll and reporting; verifies information.
Has knowledge of and implements District CBA’s regarding leaves, benefits and payroll.
Distributes payroll checks documents, forms etc. (e.g., open enrollment packets, change forms, fringe benefit packages, flyers, COBRA, retirement forms, VEBA declarations) for the purpose of providing information and proof of insurance coverages.
Administers employee benefit programs in compliance with carrier contracts (e.g., enrolling new employees, explaining benefit options, mediating benefit eligibility and payment issues, open enrollment) for the purpose of providing maximum coverage to employee with contract specifications.
Coordinate/Assist in Employee Benefits Fair.
Maintain a variety of fiscal information, files and records (e.g., payroll, timecards, history, withholding information, employee records related to payroll, garnishment documents, etc) for the purpose of documenting activities and providing an up-to-date reference and audit trail.
Process vendor invoices for the purpose of ensuring timely and accurate payments such as but not limited to State and Federal payroll tax, benefit vendors, retirement, employee garnishments.
Reconcile program enrollment forms and billings to employee records to ensure accurate eligibility and payment information and complying with contract provisions.
Process requests from outside agencies/parties e.g., retired employees, court ordered adjustment, garnishments, subpoena of payroll records, etc) to ensure timely and accurate compliance with request.
Resolve discrepancies with payroll and benefits.
Compile various data and reports as necessary and requested.
Enter employee absences/leave in the district’s automated payroll system for the purpose of verifying and processing absences.
Assist with District budgeting process
Compile and enter records and data in order to accurately issue payroll to all staff including but not limited to contracts, timecards, supplemental payments, all deductions.
Accurately and timely submit all state and federal payroll taxes and benefit payments and reports
Assist in compiling and providing information for budgeting and auditing purposes.
Interact with employees, vendors, and other businesses, on a daily basis in a courteous manner to solve problems and provide desired information.
Assists other Business Office personnel and functions for the purpose of ensuring an efficient and effective work environment.
Perform other related duties as assigned.

Qualifications:
Successful payroll, bookkeeping and/or accounting experience required.
Budgeting experience helpful.
Excellent computer and application skills required. Knowledge of school-based applications and systems preferred.
Knowledge of and experience in employee benefit management preferred.
Office procedures and experience required.
High School diploma required, post-secondary education in a related field desired.
Ability and desire to learn school business procedures.
Excellent written and oral communication skills required.

Bilingual, Spanish helpful.

Working Environment:
The usual and customary methods of performing the job’s functions require the following physical demands; occasional lifting to 20 lbs, carrying, pushing and or pulling, and significant fine finger dexterity. Generally the job requires 80% sitting, 10% walking and 10% standing. The job is performed in a generally clear and healthy environment.
