Job Description:
BASIC PURPOSE:
Reporting to the Senior Water Production Technician, the SCADA and Controls Specialist is the key operator responsible and in charge of the City of Lacey Supervisory Control and Data Acquisition (SCADA) telemetry system and all related functions.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
These duties include but are limited to the following:

Manages, operates, monitors, and maintains the City's SCADA system to safeguard:
Reliable water pressure throughout the City of Lacey water system.
Water production wells, storage and disinfection processes.
The hypochlorite generation processes.
The caustic PH correction system
Automated PRV performance and system settings.
Lift stations and wastewater system operations.
Emergency generator operations.
Maintains, diagnoses and repairs the City radio repeater and cellular communication systems.
Performs all maintenance and operational tasks associated with water/wastewater facilities including small scale construction tasks.
Performs preventive maintenance on electrical motors, electrical control panels, motor control centers, VFD, soft start, and across the line starters.
Monitors and maintains overall pump and motor performance.
Calibrates chlorine residual analyzers, PH meters, and chemical injection pumps.
Programs PLC's and other controllers used in sodium hypochlorite production, caustic injection, the telemetry system, and well and lift station operation.
Provides instrumentation, electrical, and control systems integration support for engineering projects.
Plans, schedules, and coordinates electrical work and control changes and upgrades, or support of existing systems.
Provides technical support during testing and startup of new or upgrading electrical instrument and process equipment.
Conducts field inspections of electrical systems and wiring to establish accurate information on as-built conditions.
Consults with contractors, consultants, and other technical professionals to develop accurate information and drawings, and to develop alternate solutions to problems.
Reads electrical drawings: process and instrumentation diagrams, power, electrical line diagrams, and point to point electrical drawings.
Reviews plans for all projects from Engineering and Water Resources and provides comments.
Attends engineering meetings and participates in electrical design and control system design and recommendation. Works together with consulting electrical engineers on design solutions.
Is an active member of the plan review team and process including the development of standards and details.
Designs, reviews and / or modifies electrical schematics, plans and details using AutoCAD software.
Assures maintenance and repair work is performed to trade standards and in compliance with current construction, safety, and environmental regulations.
May be assigned to work individually or as a member of a crew. May oversee and/or provide on-site direction and training to others. When working with other water/ wastewater staff members, the SCADA and Control Specialist may be assigned to provide the lead or direction on electrical projects. Department Controls Technicians may be assigned by the SCADA and Control Specialist to assist, train, direct, or oversee work as needed.
Follows safety rules for operations; logs and monitors confined space entries, lockout/tagout and unsafe site conditions.
Works overtime and/or responds to after-hours call-outs for system failures/emergencies as needed.
May perform standby duties on a rotational basis.

QUALIFICATIONS:

A Bachelor's Degree from a college or university with a major in electrical systems, or engineering, or a closely-related field, and five (5) years of increasingly responsible experience in the instrumentation control and systems integration in a water/wastewater or similar industrial plant at the construction and design levels.

OR

A two-year technical degree and seven years of increasingly responsible experience in the following disciplines may be substituted for the Bachelor's degree:

Five years experience maintaining and troubleshooting electrical control, 3 phase motor starters, VFDs, and soft starters, and a strong understanding of the NEC.
Three years experience with process control: programing PLCs (Allen Bradley preferred), installation and calibration of instruments, actuators, automated valves, and sensors.
Two years experience building industrial control panels with solid understanding of UL 508A and UL 489 requirements.
Two years experience doing electrical design and/or drawing as-builds for existing control schemes using AutoCAD software.

SPECIAL REQUIREMENTS OR LICENSE(S):

Must pass a thorough background investigation and a pre-employment physical, including drug testing, to determine the ability to perform the essential functions of the position.
Must maintain a level of physical and mental fitness necessary to perform the essential functions of the position.
Must be attentive to job safety considerations and follows all required safety policies, procedures, and techniques.
Must have a valid Washington state driver license and a driving record acceptable to the City and the City’s insurance carrier.
Must have or the ability to obtain a commercial driver license endorsement Class A, with air brake and tank endorsement, within twelve (12) months of hire.
Flagging certification and industrial First Aid/CPR certification required within six (6) months of hire.
Verification of identity and United States work authorization must be complete as required by the Immigration Reform and Control Act.
Additional specialized certification and/or training relating to divisional operations may be required subject to new and/or changing regulations or technology.

KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of:

Electric motors, pumps, valves, pump control systems, computers and programmable logic controllers.
Allen Bradley PLC's and programming.
Radio data communication systems.
Water treatment/disinfection principles, methods, and practices.
Instrumentation, telemetry, process control theories, and applications in water/wastewater utility systems.
The dynamics of each system and how customer demand/load affects the efficient running of the operation.

Skill in:

Electrical systems and understanding of electrical theory, safety requirements, and code requirements.
Reading and understanding construction plans and construction specifications.
Use and practical application of electronic and electrical testing devices.
Training other control technician employees in all aspects of system operation and maintenance.

Ability to:

Troubleshoot control systems.
Read and understand electrical schematics and wiring diagrams.
Identify problems, make appropriate and quick decisions, and exercise considerable initiative and judgment in making needed repairs and/or requesting assistance.
Read and understand O&M manuals, blueprints, ladder logic, electrical schematics and process control diagrams.
Provide technical assistance to project engineers and inspectors.
Display a high level of craftsmanship while repairing, installing, and creating control systems.
Use or desire to learn and use Autodesk software to modify or create electrical drawings.
Proficiently perform and train others in the maintenance and repair duties and equipment operation tasks associated with divisional work.
Communicate technical information to audiences of varying levels of topic familiarity.
Climb ladders, stairs, and work in lifting devices, and sufficient mobility to perform duties in small spaces by crouching, stooping, or kneeling and physical ability to perform tasks requiring physical strength and finger dexterity. Ability to lift heavy objects.
Be cost conscious and possess a conscientious work ethic; personifies "doing the job correctly the first time".
Convey a message of willingness to "help" and explain all issues readily and thoroughly, ensuring the message is easily understood.

WORKING CONDITIONS

Work Environment:

Perform a variety of electrical and mechanical work to control equipment and sophisticated telemetry systems.
May be assigned to work in hazardous work areas including streets, confined spaces, rights-of-way and medians, in ditches, pits, and underground vaults; around heavy equipment, around wastewater, and operating potentially dangerous tools. Involves work in several different environments, often moving from one facility to another.
Work is frequently performed at different heights, in confined spaces, and in difficult to reach or access locations.
Typical assignments are out-of-doors normally requiring work in inclement weather at cold, hot, dirty, wet, noisy, or cramped work sites.
May require exposure to combustible chemicals, toxic gases, untreated wastewater, and in close proximity to high voltage pumps and generators.
Based upon system demand, this position may be assigned or transferred to a non-traditional work shift.
Work involves potential exposure to a toxic or combustible chemicals or gases; exposure to untreated wastewater; and in close proximity to high voltage motors and generators.

Physical Abilities:

Hearing, speaking, or otherwise communicating to exchange information in person or on the phone.
Perform strenuous physical labor associated with the essential duties of the position.
Work in the field in all weather conditions and over rough terrain.
Work involves physical strength and dexterity; involving working in a variety of potentially hazardous positions such as the tops of ladders or other lifting devices.
Lifting, pushing, pulling, and carrying objects up to fifty (50) lbs. Some assistance is available to mitigate the heaviest lifting.
Bending, kneeling/crouching, reaching, climbing and crawling.
Operating heavy equipment, as well as electric, gas, and various hand tools.
Grasp and hold and effectively use assigned personal protective equipment and tools for the position.
Operate and understand basic computer programs such as windows, MS office, email, printers, and other office equipment.
Incumbent must be capable of lifting equipment and/or manhole covers to perform repairs.
