PSE's Human Capital Services team is looking for qualified candidates to fill an open Human Resources Specialist position!

Job Description

Puget Sound Energy’s Recruiting and Staffing Department is looking for a HR Specialist to join our team. PSE believes that our diverse workforce is our strength. The HR Specialist position works independently to both manage the union bid process and provide administrative support to the recruiting team. Managing the bid process will include collaborating with the hiring managers, recruiters, labor relations program manager, and union business reps to ensure the accuracy and success of all job postings and procedures. Using the Collective Bargaining Agreements and as their guide, the HR Specialist will also be responsible for updating job bid processes as contracts change, and assisting in the auditing of represented employee data—including but not limited to, their pay rate, step level, and seniority dates. Providing support to the recruiting team will include the processing of internal movement and contractor assignments, assisting with career fairs and educating leadership on PSE’s recruiting policies and practices.



The ideal candidate will need to be detail-oriented, collaborative, comfortable managing a lot of different activities, in different systems and on different teams, at one time. This individual must also understand the importance of abiding by contracts and agreements, and be ready to learn about our unionized workforce.

Job Responsibilities

Organizes and prioritizes assigned HR business process work to meet daily and short term goals; responds to routine and unplanned work as priorities demand.
Performs basic data gathering or research for department initiatives.
Troubleshoots and resolves common system and process problems. Contributes to continuous process improvements by recognizing process weaknesses and suggesting possible improvements.
Handles sensitive and confidential information.
Tracks metrics, creates charts, reports and other work as needed.
Interfaces with PSE employees, other HR specialists, management and external vendors to solve problems and meet customer needs.
Represents the department professionally with internal and external customers.
Participates in cross department quality and process improvement initiatives.
Performs other duties as assigned.

Additional Responsibilities Specific to this Opening

Manage the bid process for internal, union represented employee movement.
Establish rapport with business leaders and union business representatives.
Educate management and employees on the job bid process, including providing large scale trainings for specific departments or new leaders when necessary.
Update and audit the consistent application of bidding policies and procedures across all job postings and union movements.
Process internal movement transactions in Success Factors--to include Promotions, Transfers and Bid Awards.
Approve/Audit general Success Factors transactions submitted by leadership.
Assist recruiting team with large-scale requisitions, career fairs, onboarding, and contractors.
Collaborate with external vendor who maintains the job bidding platform, including the testing of all proposed changes before they are implemented in production.

Minimum Qualifications

2 + years experience in administrative support or specialist role.
High School or equivalent.
General understanding of Human Resources with a particular sensitivity to maintaining confidentiality.
Ability to balance multiple priorities and deadlines in a fast paced environment.
Ability to interpret and apply PSE Polices and guidelines.
Excellent written and oral communication skills.
Ability to take initiative and work both independently and as a part of a team.
Basic proficiency in Microsoft Excel, MS Access, MSWord and other applications.

Desired Qualifications

BA or BS in business management or related field.
PHR or SPHR for Human Resources
Experience with SAP and SuccessFactors.
