Job Description:
The City of Las Vegas invites applications for Sr HVAC Technician. This position leads, oversees, and participates in the more complex and difficult work of staff responsible for the repair, maintenance, and replacement of a variety of heating, ventilation, air-conditioning refrigeration, and related systems within city-owned and leased facilities; ensures proper and efficient operation of the systems; and performs a variety of technical tasks related to assigned area of responsibility.
Distinguishing Characteristics

This is the advanced journey-level class in the HVAC Technician series. Employees perform the most difficult and responsible types of duties assigned to classes within this series. Employees at this level are required to be fully trained in all procedures related to the assigned area of responsibility.

Supervision Received and Exercised

Receives direction from higher-level staff.

Acts as a lead worker, exercising functional or technical supervision, including scheduling and assigning tasks, providing guidance, ensuring work is completed according to proper procedure, monitoring work progress, and reviewing results.

EXAMPLE OF DUTIES
Essential Functions:

Leads, plans, coordinates and reviews the work of staff responsible for repairing and maintaining the heating, ventilation, air-conditioning, refrigeration and related systems within city-owned and leased facilities.
Plans, directs and participates in the operation, installation and maintenance of heating, ventilation, air conditioning refrigeration and related systems for city owned and leased facilities; identifies, troubleshoots, diagnoses and repairs all HVAC equipment malfunctions; modifies, repairs and or replaces variable air volume boxes, air handlers, heat pumps, condensing units, package units, thermostats, system controllers, duct work, and other equipment essential to the operation of HVAC systems.
Oversees the use of and operate a variety of hand and power tools and equipment, including electronic test equipment.
Trains assigned employees in refrigeration and heating methods and techniques and in the set up and use of equipment.
Verifies the work of assigned employees for accuracy, proper work methods and techniques and compliance with applicable standards and specifications, and safe work practices and procedures.
Schedules and performs routine and preventive maintenance inspections of all city HVAC systems; recommends major system upgrades or replacements to management.
Maintains and repairs laboratory HVAC systems, such as air handler units, fume hoods, exhaust systems, incubators and sample accumulators.
Maintains and repairs the water cooling tower and applicable systems; treats water with chemicals, calibrates controllers and adjusts chemical pump feed rates.
Designs, fabricates and installs metal duct work.
Plans and designs remodels and new installations of heating, ventilation and air-conditioning systems; researches new products; determines priorities for and schedules repairs, improvements and installations.
Maintains, repairs and programs building automation systems and associated field devices.
Oversees and inspects the work of contractors; ensures that work meets contract specifications; initiates warranty requests as applicable.
Estimates time, materials and equipment required for jobs assigned; requisitions materials as required; provides management with cost and time estimates for budgeting and resource management.
Maintains a variety of records and prepares reports, including those required by city, state and federal regulations.

Marginal Functions:

Performs related duties and responsibilities as required.
Responds to public inquiries in a courteous manner; provides information within the area of assignment; resolve complaints in an efficient and timely manner.
Responds to emergencies during the evening and weekends.
Performs minor non-structural welding fabrication and installation projects.

MINIMUM REQUIREMENTS
Experience:
Three years of increasingly responsible journey-level heating and air-conditioning experience.

Training:
Equivalent to graduation from high school, plus additional specialized training in heating and air-conditioning or a closely related field.

Licenses and Certifications:
Within 15 days of initial hire, provide documentation of completion within the last five years of an OSHA10 course in construction industry safety and health hazard recognition and prevention, developed by the Occupational Safety and Health Administration of the U.S. Department of Labor. Completion card must be continuously maintained while employed in this classification.

Possession of an appropriate valid driver's license on the date of application, and maintenance thereafter.

Possession of an EPA Refrigerant Technician Universal certification on the date of application, and maintenance thereafter.

Possession of an appropriate City of Las Vegas aerial lift certificate within six months of the date of appointment, and maintenance thereafter.

Possession of a City of Las Vegas forklift certificate within six months of the date of appointment, and maintenance thereafter.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:

Operations, services and activities of a heating, ventilation, air conditioning and refrigeration program.
Principles of lead supervision and training.
Methods and techniques of heating, ventilation, air-conditioning and refrigeration maintenance.
Characteristics of heating, ventilation, air conditioning and refrigeration equipment and tools.
Principles and practices of heating, ventilation, air-conditioning and refrigeration systems.
Tools and materials used in the repair of heating, ventilation, air-conditioning and refrigeration systems.

Independently performing the most difficult maintenance on the heating and refrigeration units.

Electrical troubleshooting and repair.
Using gas-operated torches for soldering, brazing and welding.
Using refrigerant recovery equipment.
Proper refrigerant handling and reporting.
Using common office software applications and personal computer equipment.
Working independently with minimal supervision.
Understanding and following oral and written instructions.
Communicating clearly and concisely, both orally and in writing.
Establishing and maintaining effective working relationships with those contacted in the course of work.
