Job Description:
WSDOT HQ Payroll Office is currently seeking a Fiscal Analyst 3. This position is a non-permanent opportunity, expected to last through June 2023. Under the general direction of the WSDOT Payroll Assistant Manager: Payments & Deductions, the incumbent has senior level lead responsibility for processing all payroll actions pertaining to health, life, and disability insurance for all WSDOT and Ferry employees. The incumbent is the department’s primary contact for Health Care Authority and the VEBA medical expense plan. The incumbent has a working knowledge of all collective bargaining agreements and PEBB Policy in so far as they impact the timing and method of processing health, life, and disability related payments and deductions. The incumbent has senior level lead responsibility of training and auditing the work of unit employees who process New Hires, Rehires, Appointment Changes and Separations for WSDOT and Washington State Ferries (WSF) payroll.

What to Expect
Among the varied range of responsibilities held within this role, the Fiscal Analyst 3 will:
- Administer senior Level payroll functions for employee benefit eligibility would include reconciling high-level data of employee premiums by running reports daily and monthly to ensure eligibility and premiums are up to date and making any type of corrections following PEBB rules and regulations.
- Maintain a high-level tracking sheet for employees behind in premiums, working with HR to determine if employee is on a protected leave absence, and coordinates payment arrangements with employees.
- Assist other state agencies with transferring of employees between WSDOT and the other agency by preparing journal vouchers to move the premiums owed to another agency for the employer and the employee.
- Maintain analyze and reconcile employee benefit data for Payroll general ledger 5181 fund 035 which includes data from HRMS, Pay1 and Trains.
- Determine eligibility of benefits for the month that the retirement or separation is effective according to PEBB rules and regulations.
- Coordinate retiree’s eligibility for VEBA by running reports for enrollment that was submitted online or submitting the enrollment form to VEBA.

To be considered for this opportunity, the following are required:
- Associates Degree with a minimum of 18 quarter/12 semester credits in accounting (additional experience may substitute for accounting credits)
- Three (3) years’ experience in a financial field (additional education may substitute for experience)
- Knowledge of State/Federal statues and rules pertaining to assigned payroll functions.
- Knowledge of and the ability to perform tasks in accordance with Generally Accepted Accounting Principles (GAAP).
- Ability to communicate effectively orally and in writing and organize and prioritize daily tasks and switching between multiple tasks daily.
- Ability to research applicable state laws, policies, Collective Bargaining Agreements, and procedures related to areas of responsibility.
- Skilled in Basic functions of Microsoft Excel and Work software programs.
- Ability to reconcile multiple reports and/or electronic systems.
- Attend work during regularly assigned hours at assigned worksite.

It is preferred that qualified candidates also have:
- Bachelor’s Degree
- Government experience; experience with WSDOT systems
- Knowledge of department policies and procedures pertaining to assigned payroll functions.
- Knowledge of assigned Collective Bargaining Agreements.
- Knowledge of PEBB Policies on insurance eligibility.
- Ability to operate within mainframe computer systems.
- Ability to inquire and update payroll data in an automated payroll system.
- Knowledge and experience with HRMS, Pay1 and WSDOT TRAINS Systems.

In addition to the salary range listed, a general wage increase of 3.25% will be applied for all state employees on July 1, 2022.
This position is eligible for remote work up to 100%, per supervisor approval.
