Job Description:
WSDOT is currently seeking a Human Resource Consultant to serve as the first point of Human Resource contact for Ferries employees, providing consultation on a variety of Human Resource issues, with an emphasis on benefits, leave, onboarding, and retirement. Using knowledge of agency policies, marine system rules, and collective bargaining agreements, this position consults with employees and supervisors on routine issues.

What to Expect
Among the varied range of responsibilities held within this role, you/the Human Resource Consultant will:
- Track and maintain new hire paperwork, including health benefits, retirement, I-9, W4, and other documents.
- Coordinate pre-employment testing, including drug screenings with vendors and new staff.
- Consult with employees with enrollment, benefit changes, and completing/processing claims for health benefits.
- Coordinate relief requests from fleet through dispatch and leave administration team.
- Coordinate Return-to-Work (RTW) process, including drug testing and verifying credentials.
- Track and coordinate information related to marine credentials, including TWIC, MMC, and Medical Certification.
- Exercise expertise for periodic increment dates and adjustments of service dates for seasonal employment and leave without pay (LWOP).
- Coordinate retirement and separation documentation (i.e., VEBA, retirement certificates, etc.).
- Coordinate reasonable accommodation interactive meetings and prepare meeting summary documentation.

Qualifications
To be considered for this opportunity, the following are required:
- Bachelor’s degree with a focus in business, human resources, public administration, or related field, and at least one year of professional experience in human resources or public administration. Equivalent combination of education and/or professional work experience may substitute for degree.
- Proficient with MS Office Suite of products, including Word, Excel, and Outlook.
- Experience utilizing HR Information System (HRIS) which may include applicant tracking system, learning management system, performance management system, etc.
- Experience researching and applying policies, procedures, and employment laws.
- Strong communication skills both in written and verbal form to prepare letters, reports, and deliver presentations.
- Strong interpersonal skills to be able to work with managers and their employees on HR issues that are often sensitive and confidential in nature.

It is preferred that qualified candidates also have:
- Professional in Human Resources (PHR) or SHRM-CP (Society of HR Management – Certified Professional) or equivalent professional certifications.
- Experience utilizing an HRIS within State Government (NEOGOV, HRMS, Learning Center).
- Experience as a HR Professional in public sector, to include advising and interpreting CBAs and Civil Service Rules.
- One year of experience working in a large organization with competing priorities and several stakeholders.

Important Notes
This position offers flexible/hybrid remote work options. Position is expected to report to downtown Seattle office 25-50% of the time
