The Opportunity
WSDOT is currently seeking to hire a Fiscal Analyst 5 in Union Gap, WA! This position is the principle assistant to the Regional Financial Manager who has responsibility for all financial related activities with SCR. This position will assume those responsibilities in the absence of the Financial Services Manager. Provide direct supervision and training to professional and technical staff regarding current and upcoming financial systems. What to Expect
Among the varied range of responsibilities held within this role, you will:

Provide direct supervision and training to professional and technical staff.
Responsible for accounts payable, accounts receivable, travel relocation payroll and labor reporting, purchasing, cash receipts and inventory.
Review accounting functions and internal practices of field offices to ensure compliance.
Communicate effectively with region management, employees, and all other internal and external customers.
Use of financial systems, generally accepted accounting principles (GAAP), federal and state regulations, department and region policies and procedures, in all areas having financial impact.
Respond to management inquiries regarding appropriate purchasing procedures.
Coordinate with vendors the purchase of supplies and equipment and verify the receipt of supplies and equipment for the financial services office.

To be considered for this opportunity, the following are required:
Five (5) years of progressive experience within a financial related field.
Ability to understand, interpret, and apply GAAP, federal and state regulations and department policies and procedures. Supervise and lead others.
Ability to understand and communicate (verbal & written) financial information produced by various systems (TRAINS, Cognos, FIRS, DOTtime).
Ability to provide training and lead, giving direction to other fiscal and regional staff in all areas of a financial nature.
Ability to delegate and prioritize work assignments.
Review and analyze financial data.
Recommend improvements to processes and procedures

It is preferred that qualified candidates also have:
Bachelor's degree, which includes 18 quarter or 12 semester hours in accounting, auditing, or budgeting AND four (4) to five (5) years of relevant professional experience.
Professional experience may substitute for education but not usually for the credit hours.
A Master's degree in a financial related field, certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager or Management Accountant can be substituted for professional experience.

In additional to the salary range listed, a general wage increase of 3.25% will be applied for all state employees on July 1, 2022.
