WSDOT Local Programs is currently seeking a Fiscal Analyst 3 in Olympia, WA. The Fiscal Analyst 3 is responsible for independently analyzing, evaluating for federal and state compliance, and processing approximately $900 million in federal and state capital construction expenditures for approximately 1,000 transportation projects biannually. Using multiple information systems, the incumbent provides critical program and financial evaluation to help monitor and coordinate the use of federal, state, and local funds, assisting the Local Programs Division Program management program and customers with timely, on budget project delivery information and financial planning. This position assures that projects are financially managed in compliance with federal and state transportation regulations and serves as the division expert in the financial management of federal and state grant projects.
What to Expect
Among the varied range of responsibilities held within this role, the Fiscal Analyst 3 will:
Review, audit, verify, correct, and prepare reimbursements for projects.
Process accounts payable transactions on a timely basis.
Ensure that projects are in compliance with state and federal policies.
Review set-up of work order, agreement, and federal funding tables in TRAINS to ensure project funding data is accurate and complete.
Review, analyze and interpret accounting system reports to ensure expenditures are in compliance with federal and state regulations.
Provide detailed budget and financial data and technical assistance to Region Local Programs staff for use in preparing local agency agreement supplements.
Assure that the provisions and requirements of state and federal transportation spending are compiled by Program Management as well as grantee customers statewide.
To be considered for this opportunity, the following are required:
18- quarter credits or 12-semester hours in Accounting, Audit or Budget
Two (2) years of relevant professional experience
Experience working with expenditure accounting and reporting systems.
Knowledge of governmental accounting, Washington State Chart of Accounts, state accounting rules and regulations as published in the State Accounting and Auditing Manual, state allotment process and internal control procedures.
Ability to manage interagency reimbursable agreements in compliance with federal and state laws including requests for reimbursement, overruns, non-payment, and activity reporting.
Ability to utilize complex data applications to monitor budgets of an agency or program/sub-program level or at a project level.
Valid drivers license.
It is preferred that qualified candidates also have:
Knowledge of Federal 2 CFR Part 200 rules and regulations.

In additional to the salary range listed, a general wage increase of 3.25% will be applied for all state employees on July 1, 2022.
