DSHS ALTSA Forms and Records Analyst 3

DSHS's Aging and Long Term Support Administration is hiring for a Forms and Records Analyst 3 to join the Adult Protective Services team in Lacey. This is a great opportunity for a detail-oriented, technologically skilled, strong communicator to manage independently received APS investigative and program records requests.

You will use your knowledge and commitment to Adult Protective Services' legal requirements to serve as an administrator of DSHS's statewide tracking database for record requests to track compliance, promote consistency, reduce risk, and improve communication. Leading with supportive communication will guide your unit to meet deadlines. Using solid customer services skills; you will determine priorities and set objectives to accomplish business unit goals.

Some of what you will do

Process (receive, search, redact, respond, track) APS public records requests received at a centralized unit in the record’s request database
Determine appropriate APS program subject matter expert consultant and assign request with a deadline to appropriate coordinators
Collect records, confirm an adequate search, and redact confidential and exempt information using federal and state legal statutes and rules regarding complex requests and response
Review validity of authorizations, ensure court orders have required language to release records, monitor responses ensure compliance with client privacy rights.
Assist the APS program with the privacy process and is aware of the Health Information Portability and Accountability Act (HIPAA) Privacy Rule
Lead ALTSA’s public records training program and collaborate to build curriculum

Who should apply?
Professionals with a Bachelor's degree in legal studies, business administration, accounting, social services, paralegal, or a related field
And, 2 years of experience in forms and/or records management, public disclosure, or work within a law firm or attorney's office
Desired knowledge, skills, and abilities
Experience in searching, reviewing for responsiveness, redacting, and producing electronic using secure file transfer sites and other formats of records
Advance use of Microsoft Office applications such as Word, Excel, Outlook, SharePoint, and Adobe Pro
Use of the Agency Record Request Tracking System (ARRTS) and Discovery Accelerator
Experience with HIPAA, client privacy rights, and complaints; Public Records Act and an understanding of APS investigative case records
