DSHS IT Business Analyst/Quality Assurance Journey
The Department of Social and Health Services, Aging and Long Term Support Administration (ALTSA) is excited to be hiring an IT Business Analyst/Quality Assurance-Journey. The focus is to promote the ALTSA mission "to transform lives by promoting choice, independence, and safety through innovative services", by providing IT Project Management in support of the technical solutions developed and maintained for our programs and clients.
Specifically, this two-year project will focus on Adult Protective Services IT software application solutions.
You’ll closely work with subject matter experts and developers to document the design details of existing systems and produce system documentation on processes & procedures followed by the technical development team. This will include efforts aimed at creation of software solutions to replace paper/manual processes.

Some of what you'll do:
Plan and facilitate the IT application system requirements analysis sessions
Work with Senior IT Business Analyst to elicit, document, and maintain system requirements and design for enhancements to existing systems and new system automation program website and Beneficiary Portal for the public and develop new or modify existing interfaces with partnering agencies.
Provide support in performing application impact analysis and aid in the estimation process for changes to the website or portal design.
Gather and document functionality requirements required by the system to accomplish the goals of the project and the needs of the users
Develop user stories and acceptance criteria based on the requirements gathered to enable the development process.
Analyze complex problems looking beyond the instant problem resolution to the best solution for the administration.
Create test cases to perform system tests that ensure all system modifications are implemented properly prior to release in production.
Execute test cases, review, and document test results, and log and track defects until it gets resolved.
Identify and prepare different sets of test data based on test cases for data-driven testing.
Perform backend testing to ensure the solution is storing and processing data as per requirements by writing and executing SQL queries.
Provide guidance to program staff during all project phases to ensure project success.
We're looking for an experienced IT business analysis/Quality Assurance professional with:
A bachelor’s degree in information systems or related field AND a minimum of five or more years of information technology experience, or another related field such as consulting, analyzing, designing, programming, maintaining computer software applications, or directing projects
Must have three years of experience (This experience may be concurrent with the above) in the following: working with multiple stakeholders and customers gathering business requirements and translating them into technical requirements and functional specifications for IT systems.
Highly qualified applicants will also have the following:
Certification as a Certified Business Analyst Professional (CBAP) or equivalent experience
Skills in the use of Microsoft Word, PowerPoint, Visio
Experience with system design, prototyping, usability
Strong understanding of various UI design requirements and limitations
Knowledge of application development life cycles
Written and verbal communication skills
Data analysis skills.
