Job Description:
WSDOT is eager to hire an accounting professional to serve as a Fiscal Analyst 5 in our Regional Transit Coordination (RTC) division, serving as the agency expert regarding accounting and financial processes and procedures as they relate to our unique office. As the Fiscal Analyst 5, this position will interface with senior management as well as technical staff in headquarters and regional offices to coordinate and facilitate the alignment of our offices accounting and financial strategy. This position is part of the Business Team and will be integral to our office’s business practices and relationships. The Fiscal Analyst 5 will play a vital role in WSDOT's successful delivery of WSDOT projects, maintaining public confidence and helping the public travel safely.

What to Expect
Among the varied range of responsibilities held within this role, the Fiscal Analyst 5 will:
- Independently formulate, revise as necessary, and install our accounting processes and procedures as they relate to:
- Invoicing approximately $550,000 to Sound Transit monthly, based on 15+ reimbursable and payable agreements
- Tracking associated payments from Sound Transit
- Preparing reports from DataMart and using to track RTC and other WSDOT labor and non-labor expenditures
- Forecasting budget information for the varied agreements
- Compliance with GAAP, WSDOT Policy and Federal and State regulations
- Assist the Business Manager with business strategy and other operational matters at RTC
- Assist the Business Manager by updating the Sharepoint between Sound Transit and RTC to ensure full and transparent financial reporting and collaboration.
- Assist the Agreements Engineer as necessary with budget elements related to the agreements
- Collaborate with RTC managers to assist with financial analysis
- Supervise the TT3 responsible for monthly invoicing to Sound Transit to ensure alignment of workflow, accuracy of invoices, and compliance with the terms of the agreements.

To be considered for this opportunity, the following are required:
Bachelor’s degree in financial field (additional WSDOT experience can substitute), with minimum of 18 quarter / 12 semester credits in accounting.
Minimum of 5 years of experience in financial field.
Knowledge of and the ability to perform senior level financial review and analysis of accounting and fiscal data in accordance with GAAP, federal and state regulations and WSDOT guidelines and practices.

It is preferred that qualified candidates also have:
Some post-graduate education.
Government experience, experience with WSDOT systems.
Demonstrated ability to work with all levels of management and support organizational goals and change management are highly desired.
Experience with WSDOT systems and program structure.
Experience as a supervisor.

This position offers flexible/remote work options, and only will be needed in the office for a supervisory need.

The salary listed includes the legislative approved 5% salary premium for positions in King County. An additional general wage increase of 3.25% will be applied for all state employees on July 1, 2022.
