WSDOT is currently seeking a motivated and organized individual to fill the position of Procurement and Supply Specialist 2 in Wenatchee, WA. This position assists the PSS4 with the purchasing and inventory activities for North Central Region. This position will maintain and monitor inventory levels to assure optimum use of State funds. It will provide outstanding customer service. Post competitive bid solicitations in WEBS, follow the purchasing rules and regulations, uses the DES contracts, processes surplus, purchase orders and reviews P-Card transactions. This position also assists in the North Central Region Warehouse and operates a forklift. Assist the PSS4 in the business practices of the agency goal areas of Inclusion, Workforce Development and Practical Solutions to move and provide goods and services to the communities we serve.

What to Expect
Among the varied range of responsibilities held within this role, the Procurement & Supply Specialist will:
- Provide information in response to purchasing inquiries.
- Coordinate purchasing by research and determine appropriate course of action/procurement including but not limited to DES contracts, competitive bids (WEBS), Sole Source Acquisitions or Direct Buy.
- Work with subject matter experts to prepare information for the bidding process.
- Analyze and evaluate returned bids or proposals and reject bids that do not meet bid specifications.
- Fill out POs in the Purchase and Order System, placing orders with vendors according to the purchasing manual guidelines.
- Contact vendors and freight carriers in case of discrepancies on invoices, missed shipments and resolves vendor performance problems.
- Maintain the consumable inventory system using Data Mart/Cognos, WSDOT Purchase and Order System and the Consumable Inventory System.
- Fill out and process 8420's reducing consumable inventory levels. Input 8435's transferring inventory.
- Coordinate purchasing of consumable inventory.
- Analyze and interpret complex data contained in reports such as inventory turnover, inventory order point, average daily supply averages, determine inventory order points and yearly usage.
- Assist NCR areas with inventory questions and issues.
- Manage surplus from inception to completion.

To be considered for this opportunity, the following are required:
- Two (2) years of experience as a Procurement and Supply Specialist 1
- Full-time experience as a purchasing professional will substitute on a year for year basis.
- Valid Driver's License
- Possession of a forklift operator certification or ability to obtain within 3 months of employment.
- General knowledge of purchasing procedures.
- Ability to make sourcing decisions based on extensive knowledge of procurement and supply practices.
- Ability to evaluate and process bids.
- Advanced knowledge and use of personal computers and Microsoft Office applications including Word, Excel, Access and Outlook.
- Knowledge of large-scale stock control procedures and techniques for determining and maintaining inventory
- Ability to maintain appropriate and accurate inventory levels.

It is preferred that qualified candidates also have:
- A Bachelor's Degree in Business Administration, Public Administration, procurement, logistics, supply management or closely allied field.
- An Associate of Arts Degree in Purchasing Management, Business Administration or closely allied field AND two years of full-time purchasing experience.
- Four (4) years total in procurement or supply management or related experience.
- Certified Professional in Supply Management (CPSM).
- Knowledge and ability to perform vendor/best buy searches.
