Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure people and goods move safely and efficiently throughout the state. WSDOT is seeking a Fiscal Analyst 3 (FA3) in Olympia, WA. As the Fiscal Analyst 3 you will provide advanced professional recommendations and advice at a technical level related to financial and accounting activities that are highly consequential to successful statewide program delivery. This position reports to the Maintenance Division’s Budget and Financial Manager and carries out financial activities related to the delivery of the $530 million statewide. The FA3 will make recommendations to management on items with statewide impacts. This position will determine and validate proper accounting coding for the specific financial/payroll specialty areas assigned.
What to Expect
Among the varied range of responsibilities held within this role, the Fiscal Analyst 3 will:
•Analyze financial data, identify discrepancies, research financial transactions, and use corrective action as necessary.
•Comprehend and understand financial information produced by various automated systems, including TRAINS, Cognos, DOTtime, FIRS, and HATS.
•Communicate effectively with various individuals regarding the research, analysis and correction of financial data and accounting transactions.
•Develop and produce reports, spreadsheets, work papers, instructions, procedures, etc.
•Locate and research applicable federal, state, and agency policy, rules, regulations, and procedures in connection with analysis and correction of financial data, budget, and accounting transactions.
•Develop and process purchasing documents and place orders in accordance with DES and WSDOT purchasing rules.
•Assist in conducting detailed studies and analysis on expenditure trends issues.
To be considered for this opportunity, the following are required:
•A Bachelor’s degree in Accounting, Business Administration, or related financial field (including 12 semester or 18 quarter credits in accounting from courses which are applicable to a four-year degree in accounting or related field).
•Three (3) years of professional accounting experience.
•Five (5) college level courses in accounting and auditing and four (4) years of relevant professional experience.
•Two (2) years as a Fiscal Analyst 2 or above.
It is preferred that qualified candidates also have:
•Thorough understanding of work operation codes, object codes, MAP activities to accurately report information.
•Proficient in Microsoft Office software including, Word, Excel, PowerPoint, FileMaker Pro.
•Ability to communicate effectively in written and verbal form.
•Knowledge of State Personnel statutes, rules and policies concerning payroll, travel, payments, and contracts.
•Exercise a high degree of independent judgment.
Due to the COVID-19 restrictions, this position will be remote in a telework capacity full-time. Once the restrictions are lifted, WSDOT supports a flexible work schedule with partial telework opportunities, depending on business needs and prior supervisor approval.
By issuance of proclamation, the Governor of Washington State mandates that all employees who work for executive cabinet agencies (which includes the Department of Transportation) must be fully vaccinated against COVID-19 by no later than October 18, 2021. This is a condition of employment with WSDOT. Exemption may be granted for religious or medical purposes.
