DESCRIPTION/DUTIES:
There are currently three vacancies which may be filled at the Technician I, II, or III level.

Radio Systems Assignment: Join our dynamic team of communications technicians in the Department of Innovation and Technology (DoIT)! You will be responsible for maintaining our complex sets of mobile and land-based radio systems that support Mesa public safety units and other crucial functions of the City infrastructure. This includes working with our customers to help evaluate, select, and acquire the needed technology to be part of the overall system.

About the Ideal Candidate: The ideal candidate will already have communications systems experience with public sector radio, microwave, and network systems.

Information Technology (IT) Technician I- Radio ($41,525.73 - $59,945.60 annually)

The Information Technology (IT) Technician I- Radio is an entry-level trainee class in which employees learn to perform the full scope of duties of an IT Technician II- Radio through structured on-the-job training, as well as preparation for professional technician certification. Incumbents perform basic technical work in the installation, uninstallation, maintenance, modification, testing, and repair of electronic communications systems and related equipment and accessories, including both mobile and stationary equipment (example: base station units, vehicle and portable units, recorders, and electronic public safety-oriented equipment). This class is also responsible for performing related duties as required.

The IT Technician I- Radio differs from the IT Technician II- Radio class by requiring closer supervision of duties, and by the II level performing more skilled technical work in maintaining and repairing radio communication systems. Employees in this class may progress through noncompetitive promotion to the IT Technician II- Radio class by meeting the specific, criteria-based promotional requirements of performance, proficiency, and Federal Communications Commission (FCC) certification, as well as meeting the minimum requirements of the class. This class may receive lead supervision from IT Technician II- Radio’s, IT Technician III- Radio’s, and the Senior IT Technician- Radio. This class is supervised by the IT Coordinator who reviews work through the inspection of completed projects and observation and evaluation of work in progress. Employees in this class are required to carry a cell phone, respond to phone inquiries, and are subject to rotational stand-by and call-out duty 24-hours a day, 7 days a week. This class is FLSA nonexempt.

Information Technology (IT) Technician II- Radio ($50,467.05 - $72,862.40 annually)
An Information Technology (IT) Technician II - Radio performs skilled technical work in the installation, maintenance, repair, modification, and support of communications and telecommunications equipment as well as other systems. Incumbents work on land mobile communication units such as mobile computer terminals, Automatic Vehicle Location (AVL), base stations, recorders, P25 digital trunked systems, and radio programming development; and related systems and equipment. Incumbents assist users with the evaluation, selection, acquisition, and installation of hardware, software, and communications packages, advise users in related technical areas leading to improved productivity, and assist in problem analysis and support. Incumbents circuit test, install, and maintain data communications carrier systems; set up, install, test and modify and maintain digital microwave and fiber-optic carrier equipment and systems. This class performs related duties as required. This class is distinguished from the IT Technician I classification by the greater level of knowledge and experience in radio communication systems, and by the higher level of independence in performing job duties. Employees may progress to this class from the IT Technician I class by meeting the specific, criteria-based promotional requirements of performance and proficiency, as well as meeting the minimum requirements of the class. This class is distinguished from the IT Technician III classification by the lesser level of knowledge in communications systems, and the lesser level of independence in performing job duties. Employees may progress to the IT Technician III class by meeting the specific, criteria-based promotional requirements of performance, and proficiency, as well as meeting the minimum requirements of the class. Work is performed in accordance with departmental rules, regulations, and unit practices. This class is supervised by a Communications Systems Coordinator, who reviews work through meetings, reports, and observations of work in progress or upon completion. Employees in this class are subject to stand-by duty and may perform the duties of a IT Technician III in their absence. Employees in this class are required to carry a cell phone, respond to phone inquiries, and are subject to rotational stand-by and call-out duty 24-hours a day, 7 days a week. This class is FLSA nonexempt.
Information Technology (IT) Technician III- Radio ($52,988.47 - $76,502.40 annually)

An Information Technology (IT) Technician III - Radio performs skilled technical work in the installation, maintenance, repair, modification, and support of wired and wireless communications network equipment, wired and wireless telecommunications networks and systems, and other related systems. Incumbents work on stationary land mobile communication units such as Land Mobile Radio infrastructure, base stations, and subscriber units, APCO Project 25 (P25) digital trunked systems, digital and analog simulcast radio systems, handheld (portable) and vehicle mounted (mobile) radio programming, and programming (“template”) development; Fire Station Alerting Systems including peripheral equipment; and related systems and equipment. Incumbents provide technical hardware and software support to the radio system local area networks (LANs), wide area networks (WANs), servers, and/or work station computers. Incumbents provide technical support for voice and data communications transport technologies including wired (copper), wireless (including point-to-point, point-to-multipoint, and Wireless Access Points), and fiber optic cable including provisioning, installation, testing, modification and maintenance at both the circuit and systems levels. Incumbents assist users with the evaluation, selection, acquisition, and installation of hardware, software, and communications packages; advise users in related technical areas leading to improved productivity; and assist in problem analysis and support. This class performs related duties as required.

This class is distinguished from the IT Technician II classification by the greater level of knowledge and experience in radio communication systems, and by the higher level of independence in performing job duties. Employees may progress to this class from the IT Technician II class by meeting the specific, criteria-based promotional requirements of performance, proficiency, and certification, as well as meeting the minimum requirements of the class. Work is performed in accordance with departmental rules, regulations, and unit practices. This class is supervised by a Communications Systems Coordinator who reviews work through meetings, reports, and observations of work in progress or upon completion. Employees in this class are subject to stand-by duty and may perform the duties of their supervisor in their supervisor's absence. Employees in this class are required to carry a cell phone, respond to phone inquiries, and are subject to rotational stand-by and call-out duty 24-hours a day, 7 days a week. This class is FLSA nonexempt.

Minimum Qualifications Required. Graduation from high school or GED. Graduation from an accredited college or university with an Associate’s Degree in a Technology field such as Electronics, Communications, Information, or related Technology field (or any combination of education, training, and experience equivalent to a two-year course of study in Electronics, Communications, Information, or related Technology field), and one year of experience in the installation and/or maintenance in at least one of the following: network management, server options, routing protocols, microwave, fiber-optic, and/or electronic communications systems.

Special Requirements. Must possess a valid Class D Arizona Driver's License by hire or promotion date. For this position, an individual receiving a conditional offer of employment from the City of Mesa must pass a background investigation through the City of Mesa Police Department, the Arizona Department of Public Safety, and Federal Bureau of Investigation prior to commencing employment with the City of Mesa.

Substance Abuse Testing. Due to the safety and/or security sensitive nature of this classification, individuals shall be subject to pre-employment or pre-placement alcohol, drug and/or controlled substance testing as outlined in City policy and procedures.

Preferred/Desirable Qualification. Additional experience providing technical hardware and software support to local area network (LAN), wide area network (WAN), servers, and/or personal computers (PC) in a professional work environment. Possession of a Federal Communications Commission (FCC) General Radiotelephone Operator License (GROL).

Minimum Qualifications Required. Graduation from high school or GED. Graduation from an accredited college or university with an Associate’s Degree in a Technology field such as Electronics, Communications, Information, or related Technology field (or any combination of education, training, and experience equivalent to a two-year course of study in electronics, communications, information, or related technology field), and 3+ years of experience in the installation and/or maintenance in at least one of the following: network management, server options, routing protocols, microwave, fiber-optic, and/or electronic communications systems.

Special Requirements. Must possess a valid Class D Arizona Driver's License by hire or promotion date. For this position, an individual receiving a conditional offer of employment from the City of Mesa must pass a background investigation through the City of Mesa Police Department, the Arizona Department of Public Safety, and Federal Bureau of Investigation prior to commencing employment with the City of Mesa.

Minimum Qualifications Required. Graduation from high school or GED. Graduation from an accredited college or university with an Associate’s Degree in a Technology field such as Electronics, Communications, Information, or related Technology field (or any combination of education, training, and experience equivalent to a two-year course of study in Electronics, Communications, Information, or related Technology field), and Extensive (5+ years) experience in the installation and/or maintenance in at least one of the following: wired or wireless interconnection technologies such as point-to-point or point-to-multipoint microwave networks, fiber optic cable networks, Land Mobile Radio networks (APCO Project 25 (P25) preferred), and/or other electronic communications systems.

Special Requirements. Must possess a valid Class D Arizona Driver's License by hire or promotion date. For this position, an individual receiving a conditional offer of employment from the City of Mesa must pass a background investigation through the City of Mesa Police Department, the Arizona Department of Public Safety, and Federal Bureau of Investigation prior to commencing employment with the City of Mesa.

A working familiarity of the Open Standards Interface (OSI) 7-layer model. Possession of certifications such as “Network+” is highly desirable. Possession of a Federal Communications Commission (FCC) General Radiotelephone Operator License (GROL).
