The Opportunity:
WSDOT is currently seeking an Equipment Operations Superintendent in Wenatchee, WA. This position oversees equipment assigned to the North Central Region (NCR) as well as 26 staff that account for the purchase, maintenance, and repairs of these pieces of equipment. This position is responsible for implementing regional and statewide polices for the efficient delivery of all Transportation Equipment Fund (TEF) activities in the region, and also works closely with the North Central Region managers and the TEF Program Director to help set statewide policies to deliver the TEF program.

What to Expect:
This position provides our Operations Transportation Equipment Fund (OTEF) customers with well-maintained vehicles and equipment, and radio communications that meets user’s needs, so that they may accomplish their services to the public in a safe, efficient, timely and cost-effective manner.

This position provides management services for all equipment used by regional maintenance, operation’s, engineering, and support service organizations. This position is also responsible for implementing WSDOT's policies in the TEF work group.

This position provides direction and oversight to 26 TEF staff in the region and represents the region on a statewide TEF management team led by the department 's TEF program administrator. Provide technical assistance to region and state organizational managers. Will work with others on the TEF management team, assist in the design, and oversees the implementation of equipment maintenance systems, such as the preventative maintenance program.

Among the varied range of responsibilities held within this role, you will:
Supervise region-wide staff, including planning, leading, organizing and managing the North Central Region TEF equipment operations program.
Responsible for the purchase, maintenance, fueling and disposal of the Region's TEF equipment.
Develop strong relationships within the department to promote positive communication channels.
Consult with regional equipment users prior to ordering new replacement equipment so that the correct unit is ordered.
Manage the NCRTEF operating, and capital budgets, authorizes expenditures, and ensure the unit work activities are completed within budgeted funds.
Ensure that employee performance management plans completed in a thoughtful, honest, and timely manner.
Develop strong relationships within the equipment vendor community to help them provide the products and services the agency needs.
Ensure the regions unleaded gasoline and diesel fueling sites are Operational and kept full. Ensure that the fuel sites meet or exceed all federal and state environmental protection laws.

To be considered for this opportunity, the following are required:
Four years of leadership and supervisory experience, including mentoring and developing employees, and employing conflict management skills.
Two (2) years working knowledge of budget development and expenditure tracking, managing allocations to obtain maximum efficiencies while meeting goals and priorities.
Valid Washington State Driver's License.

Skills and Knowledge:
Excellent writing skills.
Demonstrated ability to effectively communicate with diverse groups.
Knowledge of federal, state, and local laws, regulations, and requirement, encompassing environmental and safety regulations to include OSHA/WISHA policies, mandatory vehicle inspection, and fuel site management laws.
Ability to operate personal computers, laptop computers, and software associated with the Department's Fleet Management System (to include Word, Excel, PowerPoint, and Outlook).
Demonstrated history of ethical standards of conduct, integrity, and honesty. Ability to be available 24 hours a day, 7 days a week.
Ability to manage a region-wide fuel distribution system to support all aspects of the agency's workload and ensure the system meets all federal and state fuel storage environmental requirements.
Ability to coordinate with regional managers to determine equipment needs and procure equipment that fulfills their needs.
Ability to manage the hazardous materials and waste used and generated by the regional TEF program and establish best practices to minimize employee exposure to potentially harmful materials.
Ability to establish and manage a program to test the exhaust emissions of WSDOT vehicles to comply with Department of Ecology requirements.
Ability to keep informed on new technologies that affect the automotive and heavy equipment trades.

It is preferred that qualified candidates also have:
Class A CDL without restrictions.
Experience in the procurement, mechanical repair, maintenance, fueling, and disposal of a large, diverse fleet including heavy equipment.
Experience in working in a collaborative manner with an equipment user group made up of many different disciplines, such as highway maintenance workers, project field engineers and regionwide crews.
