The Information Technology (IT) Engineer II class provides skilled technical services in support of installation, configuration, testing, integration, and ongoing support for City applications or infrastructure requiring an in-depth knowledge of the City's platforms and environment in support of meeting availability and performance goals. This class applies to Business Solutions and Application Development; Business Analytics; Database; Desktop and Mobile Services; Service Desk; GIS (Geographic Information System); Network; Security; Unified Communications; and Server, Storage and Backup. This class performs other duties as assigned and is FLSA exempt - computer professional.
Business Analytics and DBA Assignment: An IT Engineer II assigned to the Data Services team will be responsible for identifying, gathering, and combining structured and unstructured data from multiple data sources using ETL processes; transforming data for ease of use in visualization and dashboarding tools; creating and maintaining dashboards, visualizations, reports, and data sources based on customer requirements; and performing research and analysis of data to provide leadership with insights for decision-making purposes. This assignment will participate in the creation, maintenance, and administration of data sets, providing a secure data environment protecting privacy in data assets. This class may perform technical and/or project leadership for a medium to large-size project at one time or multiple small to medium-scale projects concurrently. This class is responsible for independently performing specialized work on more complex assignments such as identifying and documenting business process requirements and automation opportunities; assisting the customer in new project definition; testing; resolving problems; documenting systems, processes, and procedures; implementing systems; generating reports and dashboards; exhibiting advanced knowledge of data and databases; configuring and integrating software/hardware; evaluating vendor systems; and having the ability to support new and evolving technologies. This assignment will participate in a database administration rotation which includes tasks outside the data warehouse environment. The position will perform junior level database administration such as running change scripts, granting security, migrating reports, restoring backups, and minor storage management tasks. Responsibilities may include supervising and coordinating day-to-day activities of technical staff (by assignment).
About the Ideal Candidate: The ideal candidate will have strong professional experience with Microsoft SQL, Excel, data modeling, usability design, visualizations, unstructured information analysis, data warehousing, functional requirements analysis, and business analytics. Additional preferred qualifications include: experience with Power BI, Python or R, SQL Server Management Studio, Data Management tools, Data Translations tools (FME), and APIs; and the design, development, and maintenance of information models, metrics, reports and dashboards that improve decision making at all levels of the City. Junior level experience with Windows and Linux server administration and SQL and Oracle administration skills are desired.
The ideal candidate should also be highly proficient at understanding business processes, performing business analysis, communicating in written and verbal forms, and have a track record of excellent customer service skills; have experience with developing and maintaining technical documentation; and have the ability to work in teams or independently. Familiarity with Data Interoperability, Python Scripting, PowerShell, Crystal Reports, GIS, SQL Server Reporting Services, as well as experience working with cloud services related to machine learning, predictive analytics, and data processing are plusses.

Minimum Qualifications Required. Any combination of training, education, and experience equivalent to graduation from an accredited college or university with a Bachelor's Degree in Computer Science, Business Data Analytics, Data Science, GIS, or a related field. Considerable (3 - 5 years) computer systems experience in at least one of the following technical support areas: Applications, Database, and GIS.
