Facilities Maintenance Spec-H

Compensation: $22.22 per hour, plus benefits
There is one opening with the Yakima County Facilities Services Department. The position is responsible for performing skilled activities involving application of Heating, Ventilation and Air conditioning (HVAC), Direct Digital Control (DDC) and electrical principals and theories while diagnosing and troubleshooting systems and equipment problems. Monitors, services, inspects and repairs HVAC systems and performs various other skilled maintenance and repair activities in County facilities. Performs various technical activities related to maintenance and repair of County facilities.
This recruitment may be used to fill future vacancies that occur within 90 days of the closing of this position. (This excludes Yakima County Sheriff's Office and Department of Corrections)
Repairs, tests, modifies and installs HVAC components, parts, equipment and systems such as electric and gas fired boilers, screw and reciprocating chillers, package and split duplex heating box (DX) units, variable air volume boxes, room temperature air velocity, cubic feet per minute and outside air sensors, global controllers and base units. Reads, sketches and interprets HVAC blueprints and drawings.
Monitors HVAC performance and energy consumption utilizing digital sensors; maintains control systems that include electrical, electronic and pneumatic sensors and actuators; adjusts heat and air conditioning in buildings to ensure maximum effectiveness and energy savings by sequencing individual chiller operation; schedules the order in which motors start and stop; determines temperature set points; and repairs relays, timers, meters and switches with local or remote computer control.
Programs DDC computers, creates DDC floor plates and graphics and administers the Ethernet computer network connecting the energy controller to the general controllers in various buildings. Diagnoses potential problems or improvement; repairs air balancing, space use and other studies; communicates diagnostic and design information to the vendors for translation to computer code as a change to the Alterton energy management product; and tests design changes.
Produces trend log programs to identify, diagnose and record HVAC problems; identifies intake air quality problems and maintains equipment to applicable codes. Establishing inspection schedules and prepares maintenance recommendations.
As a HVAC specialist, performs activities related to planning and implementing maintenance and repair projects such as: meeting with vendors; estimating costs; representing the department at meetings with stakeholders; evaluating code, safety or other implications and long and short-term effects of the planned project.
Participates in and provides information and on the job training to other staff members in HVAC service activities such as lubrication of compressors, motors and moving parts.
Performs activities related to monitoring, servicing and repairing various electrical systems/units/components in County buildings by installing, modifying, maintaining and repairing interior wiring and cables, connections for electric machines, switches and controls, fuse boxes, breaker panels, distribution and instrument panels, buzzer and bell circuits, power circuits; by assembling, installing, testing and repairing control devices; by tracing out short circuits in wiring and electrical circuits; by determining capacity; performing load calculations; writing plan reviews; and performing inspections of electric systems and equipment.
Performs skilled construction, plumbing, and other maintenance activities in County buildings.
Performs basic maintenance and repair activities related to construction, plumbing and other maintenance needs in County buildings.
Other duties required.
Education and Experience: High School Diploma or GED and 5 years’ experience in building maintenance including two years’ experience working in HVAC or electrical repair at the journey level OR any equivalent combination of education and experience which provides knowledge, skills, and abilities sufficient to successfully perform the essential duties of the job.
Valid Washington State Driver’s License and proof of insurance, if requested.
Successful completion of a comprehensive criminal history and background check, and driving record check.
This is an American Federation of State, County and Municipal Employees (AFSCME) Local 87 - Master Agreement Bargaining Unit position.
06A HVAC/R Specialty Electrical License and EPA 608, 609 Refrigerant Certification
Equipment Used: Computer, automobile, all building and carpentry maintenance shop hand and power tools, multimeter, amp. prob., toners, bolometer, monometers, magnahelic, pitot tubes, pneumatic test equipment; voltmeter, thermometers, pressure gauges, electric wire feed, welder, power snake for drains, pumps, circuit finders, electric generator, control panels and other common equipment to building maintenance.
Working Conditions: Environmental Demands: excessive noise, extreme temperatures. Physical Demands: handling, reaching, standing, crawling, crouching, knelling, hearing, talking, visual acuity. Intellectual demands: Ability to multitask, ability to work under pressure, ability to articulate and communicate information in conversations, ability to follow written and verbal instruction.
Facilities engineering theory and practices, Equipment testing methods,
Institutional building equipment control devices;
Safety precautions related to hazardous materials;
Basic federal, state and local codes and regulations,
Mathematics sufficient to calculate layouts, costs and other information, and

Troubleshooting, diagnosing and identifying resolution alternatives to complex maintenance building maintenance problems,

Communication, both oral and written, sufficient to exchange or convey information and to give and receive work direction.
