Payroll/Fiscal Specialist - Yakima, WA

Job Description:
The Payroll/Fiscal Specialist is responsible for processing the monthly ESD 105 payroll,
maintaining employee payroll files, mandatory and permissive benefits, federal and state reports
on payroll data, ensuring compliance with state and federal laws related to payroll issues and
performing various other accounting functions for the fiscal department. This includes the
interpretation and implementation of agency policies and procedures.
Essential Job Functions:
1. Maintains and process ESD 105 payroll, time and effort calculations monthly and at grant
end. Prepare and submit associated reports and vendor payments.
2. Monitors and insures compliance with State and Federal regulations regarding retirement,
COBRA, L&I, IRS 403b and 457, etc., and other programs as may be required.
3. Compiles monthly, quarterly and annual state and federal reports as required.
4. Generates monthly payrolls utilizing Skyward software as provided by Washington
School Information Processing Cooperative (WSIPC). Attends trainings as appropriate.
5. Prepares and processes employee W-2s, 1095’s, sick leave buyback and vacation cash
outs.
6. Assist staff with questions related to payroll, benefits, terminations and retirements.
7. Prepares and enter necessary journal vouchers for month end closing, adjustments and
corrections.
8. Maintains all payroll records as required by policy and State and Federal regulations
consistent with records retention requirements as prescribed by State and Federal laws.
9. Assists in personnel budgeting in preparation for the annual budget.
10. Assist with preparation of the annual S-275 personnel report.
11. Works independently with minimal supervision; maintain confidentiality; make decisions
to resolve payroll problems.
12. Organizes and prioritizes workload to meet frequent deadlines.
13. Establishes and maintains effective working relationships and communicate effectively
with staff, other agencies, and general public.

Qualifications:
Required Education and Experience
1. Experience with budgeting and fiscal procedures and methods.
2. Experience with computerized payroll systems.
Preferred Education and Experience
1. Experience with School District payroll processing.
2. College level courses in accounting.
3. Governmental accounting experience.
4. Experience with MS Excel and WSIPC enhanced educational software.
