The Opportunity
WSDOT Division of Accounting and Financial Services (AFS) is seeking to fill the Contract Specialist 1 position in the Procurement and Materials Management Office (PMMO) in Olympia, WA. As a Contract Specialist 1, you will gain experience with the Department’s contracts, accounting, and reporting system and knowledge of Department and Statewide contracting and administrative policies and procedures. This position contributes to the mission of the department by supporting the Contract Administration and Payment (CAPS) team and ensuring the proper execution and administration of construction contracts in support of the delivery of WSDOT transportation projects.

What to Expect
Among the varied range of responsibilities held within this role, the Contract Specialist 1 will:

Approve and process payment vouchers for construction contract payments, reconcile CAPS and Transportation Reporting and Accounting Information System (TRAINS), ensuring all payments are accounted for.
Prepare contract letters and documentation, create, and maintain contract files, answer contractor questions, verify contractor vendor status, and verify insurance requirements per contract.
Interact with contractors to ensure timely submission of contracts and verify the accuracy of contract documents before execution by WSDOT.
Coordinate with HQ Construction or project offices for contract execution.
Deliver the estimate and Bids Analysis System Reports (EBASE) to Project Support & Receivables (PS&R), forwarding the Transfer of Coverage (TOC) and the Transit, Bicycle, and Pedestrian Contractors Estimate forms (TBPC) to appropriate departments.
Maintain contract files in CAPS, including documentation and archival of final records.
Ensure insurance requirements are met and maintained through the entirety of the contract while coordinating with project offices, the Construction Department, regional offices, Risk Management, and contractors regarding insurance compliance and deadlines.
Coordinate with Program Management, Contract Ad & Award, Project Development, and Region planning divisions to acquire appropriate documentation needed to establish and assign contract numbers.
Update CAPS spreadsheet with jobs going to advertisement.
Release the Work Order Authorizations (WOA) in the CAPS Enterprise Content Management System (ECM) que after weekly bid openings.
Request Third Party Damage (TPD) set up in TRAINS and enter an administrative change order in CAPS to match TRAINS. Prepare and process Daily Journal of Commerce invoices.

Qualifications
To be considered for this opportunity, the following are required:
An associate’s degree (additional experience may substitute for degree).
One (1) year of experience (additional education may substitute for experience).
Skills and Competencies:
Advanced skills in utilizing Microsoft Office applications, including Word, Excel, Teams, and Outlook.
Strong organizational and time management skills.
Ability to understand complex concepts and clearly present them to large groups.
Effective communication skills.
Independent judgment to accomplish assignments and solve problems.
Demonstrated ability to be flexible and work in a rapidly changing environment.
Ability to research applicable state laws, policies, and procedure.
It is preferred that qualified candidates also have:
A bachelor’s degree.
Construction contracts experience; experience with WSDOT systems.

In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. This position offers flexible/hybrid remote work options and requires work from the office at least once a week.
