The Opportunity
WSDOT is seeking a skilled Fiscal Analyst 4 (In-Training) to support the Accounting and Financial Services (AFS) division in Olympia, WA. This position is a principal assistant and reports to the Assistant Accounting and Reporting Manager. This position is responsible for reconciling and analyzing accounting data, reviewing agency cash transactions, and monitoring and coordinating error corrections. The selected candidate will analyze and report on budgeted expenditure and revenue data for the purpose of communicating accurate and useful information needed for decision making in the areas of planning, budgeting, and forecasting requirements for the allocation of resources; as well as demonstrating accountability, stewardship, and legal or contractual performance, and measuring organizational performance. AFS plays a vital role in delivering statewide financial services for the Washington State Department of Transportation, while ensuring compliance with state and federal regulations and accounting standards.

What to Expect
Among the varied range of responsibilities held by this position, the Fiscal Analyst 4 (In-Training) will:

Perform financial review and analysis of accounting and fiscal data in accordance with Generally Accepted Accounting Principles (GAAP), federal and state regulations, and WSDOT guidelines and practices.
Perform monthly reconciliations of funds and general ledgers to ensure data is accurately interfaced from TRAINS (WSDOT’s core financial system) to AFRS (the state’s core financial system).
Utilize a variety of financial reports to verify and reconcile the accounting data between the WSDOT accounting system and the statewide accounting system, identify any discrepancies, and initiate needed corrections.
Analyze monthly general ledger balances and expenditure and revenue data at the subprogram, appropriation, object, and major group/source level within and between various financial systems to ensure timely and accurate reporting of financial data.
Perform detailed analysis of financial reports to determine correctness of expenditure and revenue transactions, and general ledger balances, to ensure proper accounting methods and procedures are followed, and that any discrepancies are identified and corrected.
Work with the Transportation Equipment Fund (TEF) financial staff to provide technical support, monitor and coordinate error corrections with the TEF to TRAINS data interface, and provide AFRS support for TEF batches.
Monitor and coordinate error corrections for the Printing Services interfacing systems to TRAINS.

Qualifications
This is a Fiscal Analyst 4 position. However, the hiring manager reserves the right to fill the position at a lower level, either as a Fiscal Analyst 2, or as a Fiscal Analyst 3, depending on qualifications, thus providing an opportunity for an individual to gain the required experience on the job as part of a formal “in-training” plan.

To be considered at the Fiscal Analyst 2 level, the following are required:
Associate’s degree, which includes 18 quarter or 12 semester hours in accounting, auditing, budgeting, or finance.
Two (2) years of relevant professional accounting, auditing, budgeting, or finance experience. Please note: Additional experience may substitute for education but not for the credit hours.

To be considered at the Fiscal Analyst 3 level, the following are required:
Associate’s degree, which includes 18 quarter or 12 semester hours in accounting, auditing, budgeting, or finance.
Three (3) years of relevant professional accounting, auditing, budgeting, or finance experience. Please note: Additional experience may substitute for education but not for the credit hours.

To be considered at the Fiscal Analyst 4 level, the following are required:
Bachelor's degree, which includes 18 quarter or 12 semester hours in accounting, auditing, budgeting, or finance.
Four (4) years of relevant professional accounting, auditing, budgeting, or finance experience. Please note: Additional experience may substitute for education but not for the credit hours.
Knowledge and ability to perform senior-level financial review and analysis of accounting and fiscal data in accordance with generally accepted accounting principles, federal and state regulations, and WSDOT guidelines.
Knowledge of the relationships between assets, liabilities, fund balance/equity, revenues, and expenditures in a general ledger accounting system, and ability to determine appropriate treatment for complex accounting transactions.
Knowledge and ability to analyze, interpret, and reconcile data in different financial systems.
Ability to learn and independently navigate, update, query, download, and prepare reports using general ledger accounting systems, reporting systems, and PC software programs such as Excel, Outlook, and Word.
Skills and ability to recognize and solve difficult and complex accounting problems, and to provide sound advice and consultative guidance to region and division staff.
Skills to effectively communicate information regarding the research, analysis, and correction of financial data.
Ability to work with little direct supervision and make educated decisions within scope of duties.

It is preferred that qualified candidates also have:
Post-graduate education.
Experience with WSDOT’s financial systems.
Governmental accounting experience.

This recruitment may also be used to fill additional positions per business needs.
This position has been approved for in-training. The hiring manager is looking to hire a Fiscal Analyst 4 level; however, candidates will be considered for a Fiscal Analyst 2, 3, or 4 depending on qualifications. Annual salary levels for each position are:
Fiscal Analyst 2 (FA2): $44,400 - $59,616
Fiscal Analyst 3 (FA3): $51,384 - $69,072
Fiscal Analyst 4 (FA4): $56,676 - $76,188
In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. For union-represented positions, more information on other forms of compensation can be found in the applicable Collective Bargaining Agreements. Information on other compensation types for non-represented positions can be found in Chapter 357-28 of the Washington Administrative Code.
